Study On The Government Credit Construction By The Responsible Government

The report of the 17 th national congress of the communist party of China indicate that ‘make all kinds of public office system perfect, improve the transparency and credibility of the work of the government, The government credit construction is at the core of the whole social credit system construction. The government credit construction play exemplary role. The government credit construction can manage the society better.So the government credit construction play extremely important position and role. The government credit is the key of the market credit construction under the condition of the socialist market economy. In current China, the missing of the government credit is a serious social problem. And the missing of the government credit is also the obstacle of healthy development of the socialist market economy. So how to improve the status of government credit and how to promote government credit construction is a key to social and economic development of China. There are four main sections in this article.The first part is introduction. It introduces the research background, research significance, research methods and research literature review of this article. It analyzed a series of government behavior of breaking it’s promise in our country’s reality of administrative management. It also analyzed leaders of the central authority attach importance to strengthen the construction of government credit. by this way the origin of this study are introduced. It illustrates the significance of strengthening the construction of government credit in our country in detail from two aspects: theory and reality. Then it introduces the using methods and reference information in our study.The second part illuminates the meaning of responsible government and the government credit, and discusses theoretical basis of government credit analysis. It introduces the connotation of the responsible government and the government credit. It analyses the necessity of strengthening the construction of government credit In the perspective of responsible government. Then it expounds the study the theoretical basis of government credit construction.The third part describes the current situation of the lack of government credit in our country and analyses the cause. It points out that there are many behaviors of government credit deficiency. Such as government behavior is arbitrary, lacking of government information openness, lacking of continuity of policy and policy enforcement. It analyses the cause of the government credibility from the following six aspects. The government "contract credit" concept is not strong. The government and the public information asymmetry. The profit-driven of administrative behavior. Civil servants rent-seeking corruption. Credit management lacks of laws and regulations. Insufficient supervision and restraint system.The forth part put forward the countermeasures for the construction of government credit in our country under the responsible government observes. It points out that we should improve government credit in our country from the following four aspects. They are regulating the behavior of the government to enhance the government credibility, promoting government credit through mass, to strengthen the construction of government credit legal system, to strengthen the construction of government credit culture.
