Research On The Development Of Deliberative Democracy At The County Level

Deliberative democracy is in the second half of the twentieth century in leaves in the rise of Western democratic politics and new concept, is accompanied by the limits of electoral democracy should be transported and the formation of a modern democracy new forms, new mechanism. Although from the point of view of the academic point of view, deliberative democracy from the west, but as the development of modern political civilization a practical form of democracy, deliberative democracy actually would have in the process of the Communist Party of China led the people to overthrow the feudal autocracy, the construction of Chinese political democracy and civilization have practice and exploration, formed under the leadership of the Communist Party of China social parties and social people from all walks of life to participate in the unique democratic consultation mechanism and new form. Since the reform and opening up, especially since the establishment of the socialist market economic system, in the social stratum appear differentiation, social interests diversified trend, citizen political participation consciousness and ability of the growing economic and social development in the economic and social development, leaders of the party and the people to inherit and carry forward the original political consultation and democratic basis constructed multi-level broader deliberative democracy mechanism and form in response to people’s requirements, resolve social contradictions in the process played a positive role. County Government as the administrative system in our country enough to complete a level system of administrative institutions is central and grassroots, towns and villages, macro and microscopic layout of important joints, plays a role of connecting link between the preceding and the following, is the central and provincial policies, guidelines, line ofthe implementation of the basic level of the township levels of administrative and social organizations of the implementation. Therefore, the development of deliberative democracy at the county level is of great practical significance to the county economic and social health development as well as the overall construction of a harmonious society. In this paper, based on the guidance of Marx doctrine, the paper makes a comprehensive analysis of the deliberative democracy at the county level. The main contents of the study are embodied in the following four parts:Direct features based on the first part in the interpretation of the academic circles on the consultative democracy of socialism with Chinese characteristics of connotation and characteristic, defines the connotation of county of deliberative democracy, summed up the county negotiation with the dominant type of grassroots deliberative, participants in the extensive, content negotiation of specific, negotiation, and has to ensure broad participation of the masses County affairs management right, listen to and pooled county public opinion and wisdom to promote the scientific development of the county, coordinate the interests of all sectors of the formation of broad public support, to enhance public awareness of political participation, to expand the orderly political participation.The second part comprehensively expounds the development process of county of deliberative democracy, mainly through the early period after the founding of new China, rectification anti rightist movement to the cultural revolution period, the beginning of reform and opening up, in the period of economic transformation since the several stages of development, and the analysis of it development in different stages of development, then summarizes achievements of county of deliberative democracy development.The third part mainly empirical research method, visits, Quxian research of deliberative democracy development, to sum up the county of deliberative democracy in the development, including system construction development is not balanced, county of deliberative democracy at the grass-roots level of system execution is not ideal and other issues, and according to the problems analysis of reasons, mainly from the aspects of negotiation subject consciousness, system construction, negotiation object attainment, deliberative analysis.The fourth part discusses the Countermeasures of improving the development of deliberative democracy at the county level. First, from improving the ideology of county-level party and government leading cadres, to establish several kinds of consciousness, and to a clear mind, guide the work; the second is the system construction of the Consul General of mainly thinking from the aspects of the specification for the formulation of laws and regulations, the technical level, the level of supervision and the perfection of; again is county of deliberative democracy society culture, is mainly for the participation main body participation consciousness, the concept of the rule of law and the ability to negotiate the construction; finally is the deliberative democracy in the form of rich, to play a leading role in political consultation, existing negotiation platform, more innovative channels more ways to more ways to improve the implementation of deliberative democracy.
