China’s new "Consumer Protection Act"(hereinafter referred to as the "Consumer Law") was officially started March 15, 2014, in which an important part is to give consumers the rights to regret. This article is intended to "Consumer Law" new rights to regret to the starting point, through the interpretation of the rights to regret to the consumer, in order to find its shortcomings, combined with the relevant provisions of extraterritorial rights in practice and appears to questions raised corresponding improvement measures.Methods used in this paper: comparative analysis, this paper is the method of comparative analysis, the consumer the rights to regret on our rights with foreign content, system design analysis and comparison. Literature analysis, through consumer research related to the rights to regret home and abroad fully understand and study, to demonstrate to the point of looking for theoretical basis. Empirical analysis, combined with the practice, analysis since March 15,2014 new "Consumer Law" in the implementation of consumer rights apply to regret process problems and propose recommendations to improve.This article includes the following: For the consumer the rights to regret on an overview; the rights to regret on this subject, the specific provisions of our laws and problems; how to improve the content of the rights to regret from the system.Based on the consumer the rights to regret on our rights with foreign compa-rative analysis, combined with the practice since the emergence of the new "C-onsumer Law" implementation issues, put forward a sound rights to regret on our specific recommendations, including expanding the scope of its exercise cle-ar the way, the provisions of the operator’s obligation to inform, to further cla-rify that standard goods in good condition, complete restrictions on the exercis-e of the rights to go back on content.
