The Qin and Han Dynasties, the most remarkable social transformation in the history of China, began to accelerate the pace of integration of the grassroots social,established the pyramid power structure.The unification of Qin can be considered as a grassroots social integration to some extent.Qin opened “Central- County- township”three administrative level governance system has inherited for Han Dynasty.
