Research On Optimization Of Village Disclosure System In Dongguan Village,Qinhuangdao

The effective implementation of village affairs publicity is an important guarantee of rural villagers' autonomy in China.The open system of village affairs can give full play to grassroots democracy,protect farmers' rights and interests,prevent corruption and reconcile social conflicts.With the continuous improvement of laws and regulations,in recent years,the contents and methods of village affairs disclosure system have been refined and improved.Meanwhile,the implementation of rural revitalization strategy has put forward higher requirements for rural grass-roots governance,but the implementation effect of village affairs disclosure has not achieved satisfactory results and functions.Therefore,it is of great significance to re-optimize the system of village affairs disclosure.This paper takes dongguan village in qinhuangdao city as the research object.By studying the current system of village affairs disclosure,this paper finds out the problems existing in the implementation process of village affairs disclosure system,analyzes the causes of village affairs disclosure problems,optimizes the system of village affairs disclosure,and provides the guarantee measures for the implementation of village affairs disclosure system.This paper first elaborated the research background and significance of village affairs publicity,analyzed the literature works of domestic and foreign scholars,and pointed out the focus and entry point of my own research.Secondly,this paper introduces the definition of village affairs disclosure,reviews the development process of village affairs disclosure in China,and analyzes the inevitability and feasibility of village affairs disclosure system.Again,analyzes the dongguan qinhuangdao existing problems and reasons in the process of village affairs,mainly is the villagers and village cadres lack of understanding of village affairs,village public leadership mechanism is not sound,imperfect system of village affairs,the village and the lack of effective supervision,and village affairs,aging,procedures are not standard,the content of the village public lack of feedback and evaluation mechanism.In view of the above problems existing in the implementation process of village affairs disclosure,this paper puts forward Suggestions for improvement of village affairs disclosure system,and optimizes the organization and leadership of village affairs disclosure,the content,form,process and supervision mechanism of village affairs disclosure in dongguan village.Finally,aiming at the improvement scheme of village affairs disclosure system,this paper puts forward feasible safeguard measures to ensure the effective implementation of the improvement of village affairs disclosure system.
