Community involvement has been going into our eyes recent years. This is because it is not only an important part of fundamental democracy construction in China but also a solid foundation for progressing democratic policy, which means it is an advantage factor for both the transformation of government functions and the residents’ civic awareness and participation capacities.Community construction requires a series of effective community participated activities, such as fostering community autonomy awareness, enhancing the level of public affair participation in residents and improving their civilized qualities etc. There are two benefits for the stability and prosperity of society. Firstly, it can form the citizen values and social system; also a solid bond can be made between residents and government by sorting residents benefits among different classes, which all of them are perfectly fitting the requirement of’Mass policy’. From another, democratic policy construction could be promoted as long as residents are able to find out a kind of strong sense of belongs in communities and to recognise they truly have sacred duty in it.I had practiced at Xi He community in Xi’an before started the program. During the period, I found the key of community autonomy is whether the community members are willing to join the succession of relative affairs. This article aims to solve the existing difficulties in progressing community participation through analysing Xi He community members’situation with survey data and theory and trying to seek out the restricted factors of the fundamental democracy construction in communities.
