Problems And Solutions Of Public Participation In Urban-rural Planning Of Langfang

While China has transformed from a planned economy to a socialist market economy, urban and rural planning has become one of the most important methods for the government to exercise macro-control and has the important nature of public policy attribution. The necessity and importance of public participation in urban-rural planning has earned the approbation of citizens and society and reached broad consensus. China promulgated the Urban and Rural Planning Law of People’s Republic of China in 2008 and further clarified the necessity of public participation in urban and rural planning. The Fourth Plenum of the 18 th CPC made it clear that “to perfect the mechanism of decision-making according to law, and to confirm the legal procedures of significant decision-making of public participation, experts demonstration,risk evaluation, legal review, group decision mechanism”. That further confirmed from a legal perspective that social participation should be throughout the whole process of urban planning formulation and implementation.During the process of urban and rural planning practice, the Urban & Rural Planning Bureau of Langfang set up the public participation system of planning review and expert consultation, planning propaganda and publicity, digital examination and approval and information publicity, and well formed the communication channel for the public to get planning information and put forward feedback. In this paper, through the analysis and research on the practice in the unit of public participation in urban and rural planning, we will find out that there is still some problems to be solved in the public participation mechanism of urban and rural planning including random participation procedures, lower level, poor effect, and so on. Through the study on the theory and practice of participation in urban and rural planning at home and abroad, countermeasures could be put forward for Langfang City to perfect the participation mechanism in urban and rural planning.This paper is divided into three main parts: firstly, to make brief description of the public participation in urban and rural planning development process in China, to specify its importance and necessity and pointout the significance of research, ideas and methods. Secondly, to summarize the theory and research of public participation in urban and rural planning at home and abroad, such as to discuss and summarize the main characters and places could be learnt from the practice in the United States and United Kingdom,Beijing and Shenzhen. Thirdly, to summarize and analyze the public participation in urban and rural planning of Langfang combined with specific cases, and to put forward the countermeasures and suggestions to the problems and reasons of public participation in urban and rural planning in Langfang.To do research on public participation in urban and rural planning and to establish equal and open public participation mechanism throughout the urban and rural planning decision process are significant to improve the scientific and democratic level in urban and rural planning decision-making system, to maintain public interests, to enhance the enthusiasm of public participation in urban construction, to ensure the urban planning implementation effect, and to promote the construction of socialist harmonious society.
