Study On The Problems And Countermeasures Of Anhua County Volunteer Organizations Participating In Social Governance

Since 2012,the number of social organizations in our country has increased and non-profit public welfare organizations have grown rapidly.As a result,they developed as emerging power to govern society gradually.With the shift of sectional government function and the purchasing of community service,Non-profit social organizations to participate in social governance became important supplement of the government.In addition,as representatives,volunteer organizations joined in front-line social governance and contacted closely with the masses,becoming the important part of social governance.But from the overall Chinese society,the strength of volunteer organization to social governance is very small.The gradual development of volunteer organization in the process of social governance has several problems which including the lack of corresponding laws and regulations,“the dual regulation” which brought by the fuzzy of identity positioning,the little policy support,the inability to be funded and the unbalanced regional development.All these problems restrict the development of volunteer organization in our country,especially for the volunteer organization which in less developed areas.Due to the economic and institutional constraints,ability to participate in social governance,participation channels and results of social governance have major deficiencies.To solve problems above,we aim to explore the law of development of volunteer organizations to participate in social governance in China,to find shackles of development and to put forward the corresponding solution strategy.Our search spread from the following several aspects.According to the background and purpose of this study,combing the relevant research results at home and abroad and the research status quo.Clear the research content and method of the article,put forward the research framework and the innovation of the paper.First of all,the volunteer organizations,volunteer organizations to participate in social governance,social governance and other related concepts are analyzed from the perspective of public management theory,social governance theory framework,the discussion of China's volunteer organizations to participate in social governance basic theory frame.Secondly,taking Anhua County Volunteer Association as an example to examine China's volunteer to participate in social governance,the concept of the spirit of the combination of theory and practice,the volunteers in-depth Anhua County Federation of Yiyang City,on-the-spot investigation and on-site investigation,collect relevant data and understand the reality of the existence of Anhua County Justice and development the problems in the process of development.Finally,the author puts forward the development of Anhua volunteer organization from four aspects: strengthening the sense of service,perfecting the system,building the incentive mechanism,and strengthening the construction of the organization.
