Long-term practice has proved that an organization with a complete set of incentive mechanism has obvious effects on motivating the staff’s enthusiasm. Domestic and foreign enterprises have always attached great importance to improve their incentive mechanism, so as to gain a higher staff productivity. With the changes of social, economic and cultural environment in our country, the structure of the domestic enterprise or business is also in a constant improvement. As a result, some enterprises that stick to the old incentive mechanism and does not keep pace with the times, undoubtedly cannot meet the requirement of social development today. Specifically, the traditional incentive mechanism has been deeply rooted in the heart of older-generation leader. They relatively lack of timely and comprehensive understanding of new knowledge, especially the psychological understanding of young. This all adds up to the difficulties in managing the younger-generation staffs. How to promote the overall management level by incentive mechanism innovation has become a heated task today.Consider the fact that the current incentive mechanism in our country has been just started, this paper tries to come up with a more suitable and effective incentive mechanism by learning from foreign advanced experience. The remaining parts of this paper are organized as follows: Part 1 is the introduction, mainly introduced related theories and references, and given a brief introduction of the background, demonstrating the significance of this study. Brief descriptions of the research methods, procedures and overall framework are also included. Part 2 summarized the relevant concepts of human resources and incentive mechanism in public institution, revealed the current status of this study in our country and introduced the foreign advanced ideas. Part 3 introduced the human resources situation of the City Council’s affiliated market center. The characteristics, problems and potential reasons of the existing incentive mechanism in this market center have also been analyzed. Summarization on the problem of the existing incentive mechanism and its deep reason has been made after comprehensive analysis of the result from questionnaire, the unit characteristic and foreign advanced experience. Some suggestions based on domestic and international theory and reality has been proposed in Part 4 to improve the incentive mechanism in the market center. Conclusions and research prospects are provided in Part 5.
