Study On Image Differences Of Local Government In Land Expropriation

In the environment of new media based on internet, facing sign simulacrum of multi-source information and network media’s subversion of traditional media, the modern ways of information transmission brought by E-society communication and other new changes, local government is being put to multiple tests and severe challenges. One of these tests and challenges is image problem of local government during the process of land expropriation, that is, the image of local government can be described and perceived diversely due to the differences in subjective judgment, public opinion influence and value orientation. The Third Plenary Session of the 18 th Central Committee of the Communist Party of China put forward “pushing on with modernization of the country’s governing system and capabilities”, which not only becomes the macro guidance of intricate economic and social concerns at current, but provides new solutions to the multiple described local government image in the we – media era, and promotes local government to take new steps to deal with deep concern, active use, overall cognition and feedback on the information of the mass media and the network media.In light of the above reasons and from the perspectives of land-expropriated farmers, netizens and the public, this thesis constructs three separated images of local government, that is, the physical image, virtual image and public image of local government, and two communication mechanisms, that is, the interpersonal communication and network communication of information.The thesis analyzes the five hypotheses influencing local government image by the method of content analysis. The study shows that land-expropriated farmers, netizens and the public form different cognitions of local government image in benefit compensation, rights protection, social security, employment placement and other aspects. Based on above and following the principle that modern governance emphasizes the adjustment of greater differences, this thesis puts forward the suggestion of constructing “communication-negotiation-feedback” interactive mode concerning the information distortion in interpersonal communication mechanism, of “local government-farmer-society” multiple participation concerning the information distortion innetwork communication mechanism and of “state-society-individual” core values practice concerning the problems of moral ethos and values in the whole society, thus forming the cognition and consensus about local government image.
