A Research On The Local Government's Response To The Land Expropriation-based Group Events

At present, China is in a special time in which the traditional society is changing into a modern society, at the same time, the agricultural society is changing into the industrial society, and this has a tremendous impact, especially the contradictions and conflicts in rural China become increasingly outstanding, and the rural group events occur frequently. The rural group events triggered by land expropriation are the most important things our government must face. The consistent occurrences and the negative impacts originated from these troubles have become an intractable problem, which handicaps the stability and development of the rural areas. So we must make effective preventive measures and proper disposal strategy for the whole rural social and political stability and the country's socialist modernization.The rural group events triggered by land expropriation will produce great negative effects to the social stability and development, and it also has a tremendous destructive role. This paper will research the rural land expropriation-based group events,which are summarized from the group event types for rural land expropriation, and tries to analyze and treat it comprehensively and rationally based on the local government's processing methods, then provides some countermeasure and the suggestion.Apart from the introduction and the tag, the contents of this paper consist of four parts. Chapter one is an overview of the rural land expropriation-based group events. First, this chapter defined the concept of the rural land expropriation-based group events then analyzed the characteristics of it, at last this chapter analyses the causes of the rural land expropriation-based group events. Chapter two, discuss the existing problems and reasons when the local government deals with the rural land expropriation-based group events. First the current problems the local governments has performed when dealing with the rural land expropriation-based group events are reflected in three aspects: the weakness of the crisis early warning capabilities before the rural land expropriation-based group events happens, the improper disposal measures during the land expropriation-based group events and the absence of recovery management after the rural"land expropriation-based"group incidents. Then the local government should analyze the causes of the rural land expropriation-based group events from the following aspects: governance concepts, ways of thinking, abuse of public power, professional ethics, relationship between cadres and masses, channels for expressing the interests of farmers. Chapter three is the influence and experience for reference of the"Tong'an Event", mainly describes the Influence of"Tong'an Event"and the local government's experience in dealing with rural land expropriation-based group events. Chapter four, some counter measures and suggestions for the local government in dealing with the rural land expropriation-based group events should be improved. First, the local government should improve its prevention ability. Second, the local government should improve the emergency countermeasures during the group events. At last the local governments should optimize the management measures after the events happened.
