Study On International Corruption Governance

Taken the international corruption governance as subject and seen from the perspective of governance theory, this paper intends to systematically and objectively understand international corruption governance, comprehensively learn about China’ s participation in international corruption governance, gradually optimize the effects of China’s participation in international corruption governance, safeguarding China’s national interests. This paper argues that the acceleration of globalization historically strengthens the interdependence between human society and countries. At the same time, corruption crimes, characterized by international factors, have become an ever-increasingly serious global public matter. Due to its international coverage and damage, objectively it requires concerted international cooperation to combat corruption. Undergoing a three-stage process of rudiment,development,and maturity,international corruption governance gradually establishes multi-lateral cooperation governance mechanism, multi-polarized participation governance mechanism,regional governance mechanism, and bilateral cooperation governance mechanism,etc. However, behind the due achievements of international corruption governance,there remains such critical problems as the imperfection of governance mechanisms,the differences among countries, as well as between countries and international legal documents, etc. Generally speaking, under the concerted efforts of international community, international corruption governance will embrace a bright prospect which equals to global corruption governance. The polarization of governance subjects, the closer cooperation among governance subjects, and the improved governance channels will contribute to the gradual foundation of an equally cooperates and efficiently operates international cooperation governance system.In global multilateral, regional, multi-polarized participation, and bilateral and other multiple levels, China actively participates in the international corruption governance; relevant departments also carry out special acts of the international corruption governance, and establish a series of anti-corruption treaties which aremultilateral, regional, and bilateral. China has achieved great success in pursuing and capturing the escaped prisoners and recovering illicit money. But China is also faced with a great many of difficulties when participates in international corruption governance, such as keeping death penalty, impeding extradition and repatriation, the structural imbalance of judiciary-assisted consultative countries, domestic legislation relatively lagging behind, and the problems of confiscating and the handing over of corruption assets. This needs China in the future to improve the domestic mechanism construction of international corruption governance, to speed up the relevant domestic legislation, and to strengthen international cooperation in the international corruption governance, thereby improving the results of international corruption governance, and safeguarding national benefits.
