The public participation of the Urban Grassroots Governance in China is not only a great system innovation of democratic and political construction of the local management and the urban governance practice, but also the way to achieve the constitutionalism. This dissertation starts from the contradictions of the Urban Grassroots Society and the arising of public participation and basic patterns in interest expression and coordination, based on the constitutional construction theory, the administrative procedure law, the governance theory and the public participation theory, analyzing on the influence to making the public politics and do the enforcement and the power framework by the public participation in the city, it has made an conclusion that the public participation has made the city public space democratized and pointed out the meanings of the constructional construction and the solving to get it, and finally discuses the patterns to the constructional construction in China. This dissertation has been discussed and listed as bellow:Chapter One and Chapter Two as one part discourse the theory framework. Firstly it discusses the reasons why we need the public participation from the perspective of the development of the democratic system and the theory of urban governance, on the basis of three factors as the analyzing patterns, which are the participation subjects, participation areas and participation patterns. And then, it figures out the basic impetus and patterns, pointing the fact that it the result that the supply of the system and the need of the society has interacted, based on the changed situation of the urban governance and innovations of the administrative system.The next chapter elaborates the difficulties and influences of the public participation from the substantive perspectives. Firstly it discloses the difficulties of urban governance without public participation from the view of executing the law synthetically in city management, and then makes an analysis on the great influences to reform of Urban Grassroots Governance, the new patterns and effects of public participation from the views of marketization of public service and social cooperation. On the basic analysis of the above all, the last chapters make a further discuss the system construction and limits of the public participation. It points out that the institutionalization of the public participation should start from dimension which are the transition of executive subjects, the extension of urban public areas, the public power and the civil right, and make a conclusion that the pattern--incorporate-reintegrate-reconstruct, is the key to promote reformation of urban governance. The public participation is not only arising the importance of the common people in urban grassroots governance, but push forward the reformation of government characters and functions and relief the contradictions in urban governance. But there are still some big problems, such as the constraints come from the old oppress system, the dilemma of the systemized development, and the self-restrictions come from the participation subjects.The conclusion and the value are that although the public participation can’t take a fundamental reformation with the development and extension of it, it will find out a constitutional way with the social construction changed and constitutional cultural refreshed by the effects of the public participation. Starting from the democratic decision making, the democratic regulating and supervising, only the cooperation between the government and the common people and continuously extension of public areas, could we keep the construction balance and cooperative interactions between behavioral subjects, that is the true meanings of the reconstruction on urban public order.
