| The Hong Kong government consultation, which has a long history of development, used to be regarded as the basis of efficient management and effective governance. However, Hong Kong Government has been suffering from the frequent administrate failures in recent year because of effects of inner and outer factors. Mass demonstrations, protest marches, hunger strikes and etc. citizen movements have occurred constantly, which gives a direct hit to the government’s authority. Social criticisms to the phenomenon that Hong Kong Government’s lack of understanding for public opinions and failure of grasping the pulse of nowadays society accurately can be heard. There is a structural crisis between the government and the citizen and this formulaic top-down consultation pattern has been questioned. Through investigating and analyzing history evolution and practice process of the government consultation in depth combining with specific individual cases on policy consultation and analysis of questionnaires,this paper is point to reveal existing problems and challenges it face of the Hong Kong government consultation, to summarize experience and lessons, and meanwhile hopes to give forward-looking suggestions and proposals suggestion for reform and development of the consultation pattern by borrowing advanced experience from developed countries (regions) for reference under the new historical condition. This paper consists of the following four parts:In the first part it systematically reviews and sorts out the establishment, progress and evolution of the consultation system of Hong Kong Government by using historical analysis, to learn its development process and current situation and to summarize the essential factors of its effective implementation in the early days and the basic mode and characteristics of current consultation system.In the second part it reveals existing problems in implementation of current consultation pattern and analyzes the main reasons of these problems through the counseling process of policies from two typical individual cases-- Carrying out the plan of moral education and national educational section and Method for the Selection of the Chief Executive of the Hong Kong Special Administrative Region of year 2017 and through studying in-depth the Questionnaire of Hong Kong teenagers’ opinions to the consultation policy reform.In the third part it points to summarize advantages of the consultation system of United Kingdom and refine methods and experience which are worthy for Hong Kong government to use for reference by combining citizen participation with relevant theoretical knowledge of public administration, investigating and studying the mode of consultation to public for legislation system and pattern of United Kingdom which shares similar basic system with Hong Kong and comparing it with current consultation system of Hong Kong.In the fourth part it tries to figure out the countermeasures for reform and improvement from concept, mode and system of consultation against the existing problems in implementation of current government consultation, aims at gaining more active and effective participation of Hong Kong citizens in the process of consultation to governmental policies, rebuilding the bridge of communication between government and citizens, strengthen the mutual trust between officials and civilians, enhance the public acceptance to policies and accordingly improve the ability of government administration and governance. |
