The rapid aging of the Chinese population, the aging of the large scale and the "non rich first", make the attention, improve the social security service for the aged population to become the important content of the people’s livelihood security. And the service ability can not meet the needs of the aging of the population, is our country is set up and improve the retirees social realistic problems of the service management. In the case of the overall economic level is not enough developed to find a suitable service model is a test of the government. To explore the long-term development mechanism of social service management for enterprise retirees, innovative social management service mode, improve the social management service level of retired people, is the important system arrangement, is to maintain social stability, is the real need to build a harmonious society. Therefore, it has important theoretical and practical significance to study the problem of enterprise retirees Management Service.This paper takes the Guangzhou city enterprise retiree socialization management service as the research object, through literature analysis and interview method, case analysis, comparative analysis and other research methods in the Social Sciences, aims to explore the construction of service-oriented government in the construction of harmonious society and the background, facing the contradiction between the lag and the demand for pension services the diversification of enterprise retirees back service supply, how should the government do to construct effective enterprise retiree socialization management service system, so as to promote the management of enterprise retirees from management to service, improve the enterprise retiree socialization management service level, should play a role in building the harmonious society.Based on Guangzhou retirees social evolution, service management system, effective, etc, on the basis of a detailed discussion, summed up the Guangzhou retiree problems in social service management: service management coverage is narrow, the service main body is scattered, the service level is low, lack of service place and service facilities Then this paper focuses on the analysis of the problems arising from the roots, that the system construction lag to the needs of the development of social service, government service system is not smooth, lack of social service management infrastructure security, social service management participation mechanism is not perfect is restricted retiree service system to the main reason for the service type. In order to make Guangzhou retiree socialization management service out of the woods, draw lessons from domestic and foreign practical experience, the paper puts forward the countermeasures and suggestions: to speed up the construction of policy system; optimize the management of government service mechanism; increasing the investment of social security management services; strengthen the power of volunteer service.
