| In the 1990s,a large number of small and medium-sized state-owned enterprises restructured,merged and even went bankrupt,resulting in a large number of retirees who were originally managed by enterprises appeared"management vacuum" and fell into a state of no one to ask for help,which not only affected the quality of life of retirees,but also affected the harmonious and stable development of society.At the same time,the rapid growth of a large number of private enterprises,individuals and flexible employees has also greatly impacted the mode of enterprise management for retirees.In this case,the governments of the state,provinces and municipalities have issued documents one after another,which clearly stipulate the socialized management and service work of enterprise retirees from the aspects of content,form,working conditions,responsibilities of relevant departments,etc.D city has also promulgated corresponding policies and regulations,clarified the functions of agencies and labor security service offices at all levels,and socialized management and service work.Contents and requirements,in close cooperation with the public security,judicial,civil affairs,health and other systems,through the municipal government office issued the "D City Enterprise Retired Personnel Socialized Management Service Measures"(hereinafter referred to as the "Measures"),so that all levels of the city’s withdrawal agencies can work in accordance with the rules and regulations,and further promote the smooth development of the city’s social management service work.。This means that the retirees’socialized management service has entered a new era of multi-department collaborative participation,but the retirees’ socialized management service system is still imperfect.In practice,the phenomenon of social insurance pension fund falsification still occurs from time to time,resulting in adverse effects.Although the overall level of social management service for retirees in D city is in the forefront of the national system construction,there are still many problems in the actual work process:firstly,the structure of retirees is complex and their mobility is large,which makes it difficult to carry out the work of social management service;secondly,although there are relevant documents of government departments at all levels as guidance,there is a lack of corresponding laws and regulations.It is difficult to produce binding force.Thirdly,the collaboration between different government departments is poor and the data exchange is difficult.Fourthly,the work is still carried out by relying on social insurance agencies at all levels,and the participation of social organizations is low.Based on Maslow’s theory of hierarchy of needs,Durkheim’s theory of social solidarity and social division of labor,and combined with the actual situation of retirees’socialized management service in D city,this paper puts forward several suggestions:firstly,through establishing and perfecting laws and regulations,constructing and perfecting retirees’ socialized management service system;secondly,through investigation and research,seeking appropriate management service system for retirees The service level should avoid overlapping and waste of public service resources;the third is to actively promote collaboration among public sectors,especially data exchange,in order to achieve"big data" coverage;the fourth is to fully explore the possibilities and enthusiasm of all sectors of society to participate in social management services by means of information disclosure and purchasing services.Although the current public management theory research has been very broad,but the research results around the proposition of socialized management service are relatively few,so this paper can further refine and enrich the theoretical system of socialized management service,which has certain theoretical significance;at the same time,starting from the practical problems,the study and discussion of improving the current system of socialized management service is conducive to the socialized management service.Active and healthy development of the cause is more conducive to improving the relevant laws and policies,improving the quality of life of retirees and the ability of government service,which has a certain practical significance. |
