Study On The Construction Of Political System In The Network Of Political Action From The Perspective Of Democratic Decision-making

The Eighteenth National Congress of the Communist Party of China proposed that whenever we make a decision involving the immediate interests of the people, we must solicit their views on it to improve the democratization of government decision-making. Our country refers to decision-making democracy in a very important position. With the development of the Internet, Network governance has gradually become the main channel of government to absorb public opinion. It helps promoting democratic decision-making. But the network governance did not formally incorporate into decision-making system and the necessary procedures of this system. It is just assume the role of a "complaint desk". There is lack of system in the promotion of democratic decision-making that in urgent need of systematic construction improvement.From the perspective of democratic decision-making, this paper takes the district of H as a case with public decision-making theory and network democracy theory to study the network governance construction. It summarizes current situation of network governance and the existing problems in H District to analyze the system reason and put forward the policy thinking on how to strengthen the system construction of network governance. It helps to provide some theory and practical cases to improve the network political system construction and promote democratic decision-making.At present, network governance of H District mainly exists the problems of inappropriate consciousness, Channel dispersion, unclear position, low political participation and unsound protection system. Analyzing from the systematic perspective, the problems are lack of a series of supporting systems among sound training system, channel integration, interaction between government and citizens, participation in decision-making, assessment system. This paper focus on making the network politics is a necessary procedure of government decision-making by absorbing the public opinions, and puts forwards the policy thinking on how to strengthen the system construction of network governance : formulating training system, building online network integration system, improving public opinion interaction system and developing the system of absorbing the public opinions into government decision-making and improving assessment evaluation system.
