Studies On The Institutionalization Of Deliberative Democracy In China 's Rural Governance

In 1980 s,the rise of the development of deliberative democracy in the west,has gradually become the focus of research in the western academic world.The process of the theory of deliberative democracy getting through from the simple theoretical research to applied in practice and then developing to the direction of institutionalization is going to be perfect.At the beginning of the 21 th century,the theory of deliberative democracy was known as Chinese academia.Scholars began to research deeply on the theory of deliberative democracy.Deliberative democracy practice in quiet.With the development of the theory of deliberative democracy of China,it practices step by step with various practical forms and innovations.Deliberative democracy began to enter the level of construction system.In China,the rural society is an important field for implementing deliberative democracy,which plays a crucial role in village governance,for example,upgrading the village governance system and structure.The concepts of deliberative democracy and village governance keep blending and have a lot in common to some extent,such as the purpose,and the implementation course.In rural governance,it is advisable to develop the grass-root deliberative democracy and make it standardized and institutionalized,which will be conducive to optimizing the rural governance structure,regulating the deliberative democracy,and modernizing the rural governance level.This paper selects Wenling city "Democratic deliberation" system and Guantao county "Cadres Forum Meeting" system as the cases to analyze.Starting from the formation and development of two kinds of deliberative democracy systems,deeply analyzing system and characteristics of the two systems.Comparing two kinds of systems,summed up similarities and differences.After analyzing these cases,because of villagers' weak awareness of deliberative democracy,asymmetry between different parties,and the villager's weak ability of deliberative democracy,some problems are still out there: the building of deliberative democracy is in a low level,and formalism and arbitrariness still can be seen;not all the villagers are involved in this activity;the villagers' ability of deliberative democracy needs improving;deliberative democracy the system not sound and practice forms need need to be innovative.Pushing forward the institutionalization of the rural deliberative democracy requires cultivating the culture of deliberation in rural communities,improving the participant's awareness and understanding of democracy;promoting grassroots cadres' leadership and decision-making,strengthening the mass' learning and communicating ability;establishing a healthy and complete operating mechanism of deliberative democracy,enhancing the procedure,interests expression,supervision and feedback mechanisms of deliberative democracy;constantly expanding the deliberation platform and actively exploring forms of deliberative democracy practice.In doing so,the institutionalization of the democracy at the grassroots level and the rural deliberative democracy can be secured and improved.
