Nowadays China is in a crucial period of reform and social transformation.The friction between the old and new economic system,the collision of traditional and modern social consciousness etc.All kinds of contradictions and crisis prone. Since 2003, the public crises have occurred one after another which made our government’s crisis management suffer severe tests.During the ongoing exploration and lessons learned from practices, China has established a national emergency plans and the crisis management mechanism has been enhanced. However, many scholars paid less attention to the performance evaluation of crisis management,who ignored the functions of the assessment results which could not only illustrate the current crisis management capabilities,but also guide the future management policy.Therefore, there are many problems exitsing in the governments,such as not taken seriously of the evaluation of crisis management、single-subject evaluation、non-standardized assessment procedures etc,which have adversely affect the rapid improvement and long-term development of our government’s crisis management.Firstly,the paper defies the concept and characteristics of crisis management、performance evaluation of government’s crisis management and the Balanced Score Card Theory.Then the paper analyzes the characteristics and problems of the performance evaluation of our government’s crisis management.Based on these, the paper analyzes the necessity and feasibility of introducing the Balanced Score Card into the performance evaluation of government’s crisis management.After all these,the paper converts the dimensions of the Balanced Score Card and decompose the strategic objectives of overnment’s crisis management,and then builds a performance assessment index system which includes seven class-level indicators and thirty-one secondary indicators and the index weight is determined by AHP.On this basis, Yushu Earthquake is taken as an example to assess the government’s crisis management of Qinghai Province.Finally,the paper put forward suggestions for the obstacles for the application of the Balanced Score Card in performance evaluation of governments’ crisis management.
