Accelerate the realization of economic transformation and upgrading, the correct response to opportunities and challenges from China’s the new normal social and economic development, the key is to build a strong political and well-governance cadres. As the backbone, County-level cadres is the organizer and executor to realize the great rejuvenation of the Chinese nation, the ruling ability directly affects the overall quality of the team. In this paper, firstly, we introduce the performance evaluation of leading cadres of the related theory and the domestic and foreign research results, then, in-depth analysis of the actual situation of D Province N FTZ performance evaluation of leading cadres, analysis of the current examination system, the advantages and disadvantages, and referring to the domestic and foreign advanced countries or regions of the mature experience, finally, the use of public management theories, D Province N FTZ leading cadres performance evaluation of optimization methods and specific measures are put forward.Chapter 1 introduction. System introduces the research status at home and abroad, as well as the research methods, research objectives.Chapter2 concepts and theories. The meaning of the definition of the free trade area, performance appraisal, performance evaluation of leading cadres and other concepts, describes incentive theory, expectation theory etc. performance theory.Chapter3 D Province N FTZ leading cadres performance appraisal status quo. Constitute the main body of the current performance evaluation of leading cadres, methods, procedures, application results, assessment practice system, and the performance index system empirical investigation interpretation, and on the basis of analysis of the cadres performance appraisal system the insufficiency and the reason.Chapter4 Draw lessons from experience of cadres’ performance from domestic and abroad. Interpretation the advantages of Singapore, South Korean government and Shanghai, Tianjin city government cadres performance appraisal system,and induce the experience for reference.Chapter5 Improve the performance evaluation of D Province N free trade zone. On the basis of the research and analysis of the above chapters, this chapter puts forward the principles, optimization measures and supporting measures to optimize the performance evaluation system of the leading cadres in the area.
