With the aging population in China is deepening, the pension issue has become a hot social concern. However, the supply of pension service products in China is insufficient, the social and economic problems caused by the aging of the population has become increasingly prominent. The development of pension real estate has become an important way to solve the problem of the supply of pension services in China. It will enhance the government’s financial burden and it is difficult to provide a wide range of services, relying on government financial investment construction of pension service facilities. Housing prices in the domestic development of real estate projects are more profitable for the goal of independent behavior. Limited by the impact of the industry environment, the development of real estate projects is slow and show a lot of deficiencies. Through the PFI model construction of pension real estate is a powerful way to solve the above problems, the analysis of the PFI model for pension real estate projects is conducive to promote the development of pension real estate. Pension real estate of PFI model has more risk factors. the risk of project construction is an important process to reduce the risk of loss of investors. This paper studies on the endowment real estate PFI mode is conducive to provide theoretical and practical guidance for investors.This paper first describes the PFI related concepts and theoretical basis. Then,combined with the relevant concepts and theoretical basis of PFI financing model, this paper discusses the advantages of endowment estate in China using the PFI model and the application feasibility. With the PFI project operation process, we make specific research on the pension real estate operation mode by PFI. It is essential to conduct a comprehensive and systematic risk management pension real estate using PFI model. Inthis paper, we use the risk checklist method and RBS(Risk Breakdown Structure)method to establish the hierarchical structure of PFI mode of pension real estate risk,and establish evaluation model for risk index by matter element extension evaluation method and elaborate the application steps in detail. On the basis of risk identification,we have given the risk sharing scheme, according to the PFI project characteristics and risk sharing principle. Finally, we build the risk index of classical domains, domain,matter-element, and calculate the correlation degree of risk grade through empirical analysis. According to the results of risk assessment, the risk of the response is given in the end.The study on the application of endowment real estate PFI mode and risk management, can provide a new way of thinking for the development of pension real estate in China, and improve the scientific nature of project risk management. It has a certain reference value on the theory and practice of the development of pension real estate in China.
