Control Or Service: Research On Grass-roots Community Grid Management

Grass-roots community is not firm, and it shakes the country. The Urban social management system in the future plays a more and more significant role in the social development. Under the background of technique-oriented governance, our government and community manager join hands to enhance the system of social management and improve the standard of social governance. Gradually, grass-roots community grid management is explored in the process.As a combination of information technology and the theory of social management, the grid management achieves the transformation form static management to dynamic management, by making full use of the information technology. Grid service information system platform provide convenience and high quality service for residents, and show prominent advantages in promoting the scientific, orderly and refined social management. So the grid management pattern wins the favor of the local government and community manager. However, the urban grassroots community grids management should not only is pure application of information technology, it should also be based on the use of information technology to achieve the reengineer of grassroots community affairs management process and realize the innovation of the urban community management. Nowadays, due to the accumulation of social conflicts and problems in the transitional period, they result in the frequent occurrence of social groups and individual extreme events. And the government faces the greater pressure to maintain the social stability. Besides, in some places, the practice of using grid management gradually moved away from idea that the information technology serves for the public. Transform to control community and community residents in the intensive technology, to accomplish the goal of the society regulated by government.In this paper, through the combination of literature analysis method, interview method, case analysis method, and qualitative research and quantitative research methods, in combing the relevant literature of the grid management, firstly studied the grassroots community grids management as technical-oriented type micro practice form of governance, its emergence and development of historical inevitability, the real pressure from traditional community management model, and urban community management experience at home and abroad for reference; Meanwhile, discussions are made about the theoretical basis of grid management, named seamless government theory, synergy theory of government, as well as its technical basis- digital information technology, information network technology, and electronic government affairs, and points out the technology thinking of grid management. On this basis, this paper selects M community of Pengan county in Sichuan province as grid management case for the empirical research, in-depth analysis of the grid management of practice, understand their work form the basis for the grid service system, to set up the five key tasks, such as "a tong" mobilization "ten official power", mass base, build the grid service information management system for technical support, and "community network center" as the service platform specific operation. By combining the practice of M community grids management operation, it analyses its change in community residents work style, convenient management, smooth information channels, improve community management efficiency, and the condition of jurisdiction, and reverse community policing, enhance community cohesion of concrete results, points out the deficiency existing in the model, such as excessive administrative control, grid, the inadequate strength of the inspection, grid, staff’s work enthusiasm to promote such limitations and deficiencies. In the previous section based on the empirical case study, the article last part, namely chapter five, the concluding discussion with qualitative analysis. First part analyses administrative management features- people-oriented, administrative function, diversification of service, administrative resources integration of service under the service-oriented grid, and to control for the orientation of the grid management features- administrative color, lack of service consciousness, strong technical rationalism myth, the stability function of comprehensive governance stands out. At the same time, the part empirical materials are selected to draw the conclusion of the service-oriented of M community grid management directed by administration, which offers the feedback guidance to it, expecting to provide experience for other urban places in grid management.
