Public service motivation(PSM) has been an important issue in the study of public adm inistration. PSM as the internal motivation to reveal public officer?s sacrifice, dedication and willingness to serve the public, which is not only the economic motivation, is concerned by the people. Since 1982 Rainey formally proposed public service motivation and related research can be roughly divided into three stages: 1982-1999 phase mainly revolves around the concept itself; 2000-2010 phase focus on public service motivat ion construct, dimension and the related development; after 2010 pay more attention to the quality. It can be seen that the study of public service motivation will also continuously expand the new sub ject. For PSM research in China started relatively late, there is a big space to improve and development, especially how to localization and how to use the PSM to reform our civil servant system and civil servants selection and management, and other important problems urgently need to further study.This paper is an attempt to study the localizat ion and innovat ion of Chinese public service motivat ion. The one grade undergraduate and graduate students of a certain university in Shaanxi province were selected as the research subjects. The questionnaire survey results were the samples, and the empirical study was carried out with considering the relevant theory and literature. Through exploratory factor analys is, confirmatory factor analysis, correlation analys is, hierarchical regression analysis and other methods to analyze and explore public service motivation and its structural dimensions of university students, and its influence on Job Hunting Intent ion under the choice of public and private sectors for students.The research shows that the public service motivation of college students indeed signif icantly and positively affect the choice to become public sector employees. The main role of it is “attraction to policy making” and “commitment to the public interest” this two dimensions; research on public service motivat ion localization shows the data fully proved the existence of the four dimensions of public service motivat ion and the four dimensions of the interpretation of the second order potential construct.Based on the research results, the author suggests that the PSM is the reference standard for selecting the public sector staff and the reference for the test of university students’ job seeking intent ion.
