In order to effectively improve the performance and public credibility of the public sector,the field of public management has recently highlighted the research on altruistic “public service motivation”.Public service motivation is a pro-social preference or altruistic tendency to care for others' interests and can bring positive effects to the job performance of the public sector.This paper uses literature analysis,case analysis and other methods to explore the positive effect and mechanism.The main job of the public sector is to provide public goods and services and social governance.The general influence of individuals with public service motives inside and outside the organization on the society and the job performance of the public sector cannot be ignored,because these effects are important for the job performance of the public sector.Altruistic behavior driven by public service motivation is conducive to enhancing trust and cooperation among members of society,reducing social transaction costs,improving the efficiency and effectiveness of social governance,and affecting individuals entering the public sector when making career choices and increasing the well-being of the social members.These effects have an important role in the job performance of the public sector.In addition,the public service motivation has positive effects on organizational internal and external interpersonal relationships,organization members' work commitments,knowledge sharing behaviors,reward preferences,and the whistle-blowing behavior,which are conducive to the improvement of public sector work performance.However,due to unsupported factors in the work situation,public service motives also have a certain degree of negative impact on job performance.For example,it has exacerbated the negative effects of red tape,the imbalance of work and life relationships caused by the high level of public service motives,etc.The focus on the "dark side" is conducive to public managers taking a more scientific management approach to the positive role of public service motivation.This paper chooses direct and indirect two paths to analyze the promotion mechanism of public service motivation on job performance.The analysis of direct action is based on brief interaction between variables and relevant empirical cases,and explains the relevance of various aspects between public service motivation and job performance.In addition,the indirect action mechanism was analyzed from the mediation of three media variables: job satisfaction,organizational commitment,and person-organization fit.The mediation of job satisfaction was illustrated by the adjustment of content satisfaction and program satisfaction.From the two dimensions of affective commitment and normative commitment,they illustrate the mediating role of organizational commitment.Person-organization fit is discussed from the perspective of complementary matching and consistency match.The influence of public service motivation on society and work and its mechanism of action enlighten us that we must strengthen the socialization of public service values and cultivate public service motivation.In the recruitment of personnel in the public sector,public service motives should be included in the inspection dimension to attract and select high-quality talents with public service motivation to join the public sector.In addition,raise the proportion of intrinsic motivation and create a supportive working environment to improve the internal work enthusiasm of civil servants and achieve the role of public service motivation in promoting the job performance of public sector.
