A Study On Community Public Service Of Village In The City

The Community acts the basic content of the social organism, the community public service also comes to the issue of principal concern of the administrative reform at the grassroots level. The village-in-the-city community is an important part of the urban community,and also is a special product in China’s urbanization process.It will enhance the city comprehensive competitiveness and benefits fast promotion of our urbanization, if we improve and perfect the community public service of village in the city and bring it into the city life.The thesis used related scholars’ study for reference, which on community public service of village in the city and urban community public service at home and abroad. Then the thesis combined with the example that the development of community public service of village in the city Yanta district of Xi’an, and analyzed the problems and factors which our village in the city are faced with. Finally, the author summarized suggestions and countermeasures on improving the construction of the public service of village. On this basis, the dissertation is divided into five parts. The first part posed the project and the realistic and theoretical background of it. Then it summarized research status of domestic and international scholars in this field, and made some explanation on the literatures at domestic and international and stated the research method. The second part specified concepts of “village in the city” and“public service” and so on, including gave the contrast analysis between the village-in-the-city community and city community from land, industry and profession,economic organization, social management and public expenditure. The thesis also elaborated the new public services theory, the civil social theory and the social autonomy theory in this part. The third part introduced to the situation of community public service of village in the city in Yanta, including the service for party construction, the public health service, the environmental service and the social security service. Then the thesis raised questions in the process of the development of community public service of village in the city, and analyzed factors produced. The forth part draw inspiration from other experiences at home and abroad which is suitable for our country. It encourage village-in-the-city community learn from theurban community in this aspect. The fifth part took four pointcuts to conclude suggestions and countermeasures on improving community public service of village in the city, which are localizing government function and changing service concept, promoting multi-subject,perfecting the operating mechanism, reinforcing the culture construction.The author has further study this topic through the research. It raised suggestions and countermeasures on improving community public service of village in the city, which with facts of village-in-the-city community in Yanta district.These proposals and suggestions can enhance the level of the community public service of village in the city, and integration with standards of city, which contributes to accelerate the development steps of our new urbanization.
