Study On The Construction And Equalization Of Township Public Service System In Danjiangkou City

Along with the rapid development of economy in our country,the people raising the level of material,the social demand for public services also entered the stage of rapid growth in the public service has become the important functions of our government,it is closely related to daily life,production.When people asked about the quality of the public service continuously improve,the government as the main provider of public services,speed up the construction of public service became the key tasks.Starting from the central put forward the construction of a service-oriented government,the public service is on a more prominent position,it became the important measure of government capacity.Villages and towns as the most grass-roots administrative organization,our government is a bridge connecting the state and the people at the grass-roots level,is directly facing the grassroots people's organization,the public service system of building relationships with the people's life,how to improve the rural public service ability,to meet the township people's growing demand and the overall level of development is to improve the villages and towns important problem to be solved.This paper mainly studied the rural public service supply,first of all,generalizes the related theories and concepts;Then in Danjiangkou city 20 villages and towns as the study area,combined with the collected data index,mainly selected the public service of the public cultural,medical,education three big 20 secondary index of the public service as the main evaluation index,and through the entropy value method to determine the weight of each index,and the various villages and towns public culture,health and education services as well as the overall index system of comprehensive level of public service in the building;By detailed data analysis and practical investigation found that every township public services of Danjiangkou city current situation was analyzed,and find out the predicament of the development of villages and towns public service,and connecting with the practical ability,some research results in the theory of the Danjiangkou city villages and towns public service development analysis,aimed at these affect the development of the obstacles to put forward some policy Suggestions.Study found that:(1)of the Danjiangkou 20 villages and towns public cultural services,public health service,public education service level gap is larger,the overall quality of public service needs to improve;(2)in the public service investment,the financial investment is generally weak,the public health service financing relative to a minimum,the township government to increase financial input to the public service at the same time,should expand the scope of the supply main body to the social groups to engage in public service supply a variety of ways,relieve the pressure on the government as the only supply main body,and makes the rural public service get enough investment support;(3)raising the level of villages and towns public services in addition to strengthen from the investment and infrastructure construction,also need the support of systems and mechanisms;The government to improve the financial security system,village and township construction of public service is given from the funds support;To improve the inspection supervision mechanism,improve the government performance evaluation system and rewards and punishment mechanism,make the villages and towns for the construction of public service "hardware" and "software" can upgrade,speed up the development of the rural public service.
