Emergencies happen unexpected, and the damage is hard to predict. It would cause great impact on people’s normal life. Emergency logistics is proposed to reduce emergencies loss and influence. The main purpose of Emergency Logistics is to provide the relief materials to the appropriate people in a reasonable way within restricted time and acceptable costs. Emergency logistics refers to as the emergency response to serious natural disasters, public health emergencies, public security event and the military conflict and supplies to the people, food, tents, telecom equipment and supplies, medical supplies and other resources for emergency coordination to ensure a special logistics activities. Emergency logistic tries to transport adequate supplies to the disaster area in the first time, while in reality despite the use of all kinds of emergency measures to prevent and monitor, the phenomenon of lack of supplies, relief of waiting still can’t avoid.This thesis studies the supplies configuration problems to optimize the system based on the priority in the emergency system. Firstly according to method content of emergency management and experience of others, it is concluded that the factors to be concerned are uncertainty and priority in the optimization system. This paper expand research around these factors; Secondly through combining with the characteristics of emergency, the research literature, and successful case in other areas, this paper builds emergency multidimensional priority system, determine the material, the area, the line in the order; Thirdly article considers reality bringing the degree of uncertainty, establishes links between the degree of uncertainty and disaster situation. A mathematical model under limited supply and fuzzy demand is established, with priority as par constraints. Different objective functions are proposed according to different supply situations. The model is solved by an improved GA algorithm with directed genetic mutation; Finally an application example is tested to verify the priority system, model and algorithm are reasonable and practical.The purpose of this article research is through dealing with priority and uncertainty in reality to achieve the effect of emergency system optimization, make emergency logistics activity can orderly and have layers, more in line with the reality, has certain theoretical significance and practical significance, is helpful to reduce the harm caused by emergencie...
