A Research On The Interaction Between The Primary Policy Enforcement Officers And The Public

Street-level bureaucrat refers to the government agencies who are at the most basic level, working at the forefront of civil servants dealing directly with the citizens, and therefore primary policy enforcement officers are typical bureaucraeyic groups who subordinate to street-level bureaucrat.As the main staffs of the Chinese government, the primary policy enforcement officers’executive role can not be ignored.It’s the bridge between the government and the public.In policy enforcement, the relationship between the primary policy enforcement officers and the public is a special interaction in social relations, in addition to the policies and regulations, other variables will also affect the interaction results.The public can express their demands and insights to the policy enforcement officials, the public and the government play jointly roles in social affairs governance. Reasonable means and proper interactive channels will gradually improve the public participation in public affairs.This paper has focused on street-level bureaucrat, and choose the interaction between policy enforcement officers and the public as the research perspective to build their collaboration path from the research level in hope of perfecting the relationship between the policy enforcement officers and the public.This paper is divided into four chapters. In the preface part, based on the street bureaucracy theory and the existing research of the interaction between policy enforcement officers and the public, this paper has generalized the concepts and features of street-level bureaucrat and primary policy enforcement officers. Then analyzes the rise and development of the interaction between the primary policy enforcement officers and the public. The second chapter analyzes the importance and difficulties do exist in the interaction. The third chapter anatomies the reasons for these problems from four aspects, containing characteristics of the interaction, the public individual perspective, the primary law enforcement personnel point of view, and the concept of social perspective.Chapter 4 puts forward the suggestions to build positive interaction mechanism of policy enforcement officers and the public. The last part is the conclusion the summarize these chapters briefly and introduce the future development prospects.
