The number of mass incidents caused by large-scale project is on a rising trend year by year, revealing that social impact assessment failed to provide effective support for project decision-making. Current social impact assessment practice of community infrastructure research is still confined to identify infrastructure variables, without any in-depth discussions of the influence of infrastructure changes. Community infrastructure such as the quality of public service, for the welfare of community residents satisfaction are critical, and could have evolved as the root causes of group conflicts. Therefore, to clarify the impact of large-scale projects on community infrastructure changes is of great importance to the project development success.Based on sociology and public management theory, a framework of large-scale projects comprising "shock" and "stakeholders’interest demands" is proposed. This paper adopted the method of case study, chosing Anhui Ningguo Gangkouwan reservoir which has been operating for more than ten years as the empirical research context. Through the historical data, structured questionnaire, surveys, in-depth interviews and field observations in experimental and control communities, the research concluded that, the main impact of community infrastructure could be reflected in the "recovery type" and "improvement type" infrastructure, and changed from "recovery type" and "improvement type" in past years. Large-scale Project has broken the natural changes and accelerated the construction of community infrastructure projects. At the same time, a large-scale organizational placement has obvious advantages on community infrastructure changes time, distance-space placement also has obvious advantages on the scale and timing of infrastructure changes. Though the infrastructure have obviously improvement, the inner demand of residents is often ignored.According to the findings, the research proposed that "recovery type" infrastructure should be unconditional, timely and original scale. The government should also focus on the demand of less powered groups. Meanwhile the type, size and time of infrastructure construction should have the same per capita construction standards, and shall be customized according to the actual circumstance of community intervention measures. Social impact assessment of projects should be implemented in an "open" and "bottom-up" way, along with empowering the intervention community "recovery type" or "improvement type" infrastructure construction.
