Rural education has been an attention focus of our nation in recent years.Rural schools have a poor teaching quality and condition,requiring the support and assistance from all walks of our society.According to the statistics of The China Foundation,there are over 6000 documented foundations all around our country,including more than 4300 ones concerning the education.With more and more investment in rural schools from educational public welfare organizations,assessment of educational public welfare project is of special importance.This paper firstly gives a description of the current situation of both domestic and abroad assessment of the project,discussing and commenting the related theories of the project assessment and clarifying the definitions of the related concepts in this research.Basing on the concrete conditions of the Candlelight Award,the research analyzed the objects,methods and contents,specifying the line of thinking.The work done in this paper is,in the first place,the research assessed the fundamental conditions of the Candlelight Award,analyzing the variables related to the project,including the age,sexuality,province,educational background,positional titles,teaching age,occupation duty,school types and so on.In the second place,the analysis of the general situation of the Candlelight Award project,this paper assessed the social impact of the Candlelight Award as well as the awarded teachers and their schools including the teachers and students there.The assessment of the social impact of the Candlelight project lies in the social significance such as the social support for the outstanding rural teachers,for instance,the awarded teachers.The Candlelight Award improved the general quality of the rural teachers,bringing the new methods and new ideas to rural schools,providing social resources and promoting the development of the rural education.In the end,this paper offered some suggestions to the Candlelight Award project.From the sociology perspective,Combine the relevant concepts of APC assessment theories and social impact assessment in comprehensive evaluation theories,on the theoretical basis of social support,social capital and social resources,in the case of defining the abstract social impact as certain social significance(Respond to state policy actively.Promote social development effectively),this research analyzed the benefit brought to beneficiary groups.The benefit of the educational public welfare project is exactly its social impact and the social support,resources,capital brought to rural teachers,students and schools.This research put forward a new method to assess the educational public welfare project.For those assessments which are unable to quantitively conducted,qualitatively research could be applied to make more.
