Research On Participation Mechanism Of Large-scale Infrastructure

The problem of resettlement compensation caused by the development and construction of large-scale infrastructures has become an important risk factor that affects social stability.These project-induced immigrants were forced to relocate due to the development and construction of large-scale infrastructures.They lost their basic production and living materials such as land,work opportunities and public resources.The follow-up life of project-induced immigrants was difficult to maintain and these immigrants became a typical vulnerable group in the post-engineering period.On this occasion,the government proposed follow-up support policies to compensate for the shortcomings of pre-resettlement compensation measures.The follow-up support is a government-led measures and it aims at the adaptation of immigrants to society,and solving the basic problem of production and life.However,in the post-Three Gorges period,due to the lack of effective participation of project-induced immigrants,the effect of follow-up support often does not meet the expected goals.Its direction and intensity cannot meet the requirements of the times and the basic needs of project-induced immigrants.The follow-up support cannot solve the imminent production and life problems of immigrants,which triggers a serious problem of social stability.This paper takes the resettlement of the Three Gorges Project in Fuling District of Chongqing as the research object,and study the behavior of participation of immigrants in follow-up support.This paper analyzes and studies the characteristics and influencing factors of the project resettlement needs from the perspective of the individual characteristics,family structures and cognitive characteristics of project-induced immigrants based on the multi-classified Logistic regression equation.On this basis,the structural equation model was used to analyses the behavioral logic.This paper found that:(1)In the Post-Three Gorges period,the reason of the ineffectiveness of follow-up support is that it is difficult to grasp the key needs of engineering immigrants,and the degree of participation of immigrants is low.The follow-up support is intended to compensate and solve the basic production and life problems after the resettlement of the project.However,due to the "top-down" operation mechanism of follow-up support,the lack of participation of engineering immigrants and the lack of appropriate participation platform and policy support lead to follow-up support missing the key needs of immigrants.Therefore,the construction of the public response and participation mechanism to grasp the key needs of the project immigrants should be fully mobilize the participation of engineering immigrants,build an effective platform and improve the participation policies to solve the problems of resettlement compensation for the Three Gorges Project.(2)In the post-Three Gorges period,the needs of project resettlement is hierarchical and differentiated.Based on different individual characteristics,family structures and cognitive levels,the need level of immigration is not exactly the same for follow-up support,which shows obvious level and difference.(3)In the follow-up support,the "behavior intention" of the projected-induced migration is mainly affected by four key factors,which are demand level(DL),cognitive identity(CF),the influence of other people(IOP),personal expectations(PE)the combined effect.The study shows that there is a significant positive correlation between the demand level,the cognitive characteristics and the behavior of the migrants' participation behavior.The influence of others on the participation behavior of the project migrants is not significant,but the individual expectation is expected to participate with the project migration Intention was negatively correlated.(4)In follow-up support,the community of immigration committee is an important factor to promote the active participation of project immigrants.It provides the support and participation platform for immigrants to integrate the interests of engineering immigrants,and resolve the interest conflicts of the project immigrants.(5)The operating mechanism of follow-up support should be changed according to the different environmental level of the project,which should transfer from the current government-led "top-down" operation mechanism to the "bottom-up" operation mechanism.That is,the actual needs of the project-induced immigrants,combined with the local development plan,determine the direction and objectives of the follow-up support.Also,the community immigration committee,as an important participation platform,should actively feedback the basic needs of migrants,and actively guide the project immigrants to participate in the follow-up support to ensure the quality of the project.Based on the above research,this paper hopes to optimize the operation mechanism of the late Three Gorges period,and construct the interactive participation platform of project-induced immigrants in the follow-up support,which provide theoretical support for improving the basic living production conditions of immigrants.
