In the circumstances of natural disasters, although ournationhasputs forward the ecological construction of the rule.In order to solve thisserious problem, but the effect is not verygood: legislative speeding is so fast, but the local government onenforcementlawis lax.The construction of ecological law has an important role in solving the current severe ecological situation and carrying out the construction of a harmonious society. Dominant position in the Ecological legal construction is the local levels of government. They play an important role in promoting the sustainable development strategy and promoting Ecological legal construction, so strictly law enforcement in the local government is the main reason of the obstruction in the current Ecological legal construction. After in-depth exploration of this problem, we summarizes the successful experience of the western countries in Ecological legal construction in the local government to execution of duty: the implementation of the scientific ecological compensation policy, scientific innovation to promote local government ecological governance, to play the leading role of local governments.
