A Study On The Government 's Ecological Function In The Construction Of Ecological Civilization In

With the rapid development of social-economic, ecological problems become more worse and it is necessary to construct ecological civilization. The 18 th National Congress of the Communist Party of China put forward the ecological civilization. Combined with economic construction, political construction, cultural construction and social construction, five-in-one GA has been formed. So the Government is required to play a leading and facilitating role in ecological civilization construction.Tibet is an important strategic ecological region whose Eco-environment is fragile and important, so construction of ecological civilization in Tibet will help promote the leap-forward development of Tibet. Since Tibet’s democratic reform in 1959, both the Central and Tibet attach great importance to environmental protection and ecological construction of Tibet, also some success was achieved in the construction of nature reserves areas, wildlife conservation, and wetlands protection. However, affected by global climate change, rapid economic growth, and the rapid urbanization, Tibetan ecological civilization construction faces a range of threats and challenges, such as the increase in resource requirements, the contradiction between conservation and development, the grassland degradation and the difficulty of building, etc. So the government functions are required more in Tibet. Currently the government functions governance has made some achievements in the process of Tibet ecological civilization construction, like scientific planning of government function, strengthening of policy guide, and improvement of legal system, etc. All the constructions have advanced government ecological functions stably. Tibet government strengthened the construction in ecological district, animal diversity, agricultural, forestry, grass, however, based on current situation, there still exists some government function problems, like institution dispersion, change and executive problem, low ecological regulatory capacity, and low ecological record concept.Under Eco-environment and social-economic pressures, Tibet’s Government functions cannot fully meet the construction and development of ecological civilization, and need to be constantly improved and optimized. First of all, it is to perfect government ecological management system, strengthen government ecological regulatory, strengthen ecological compensation mechanism, set scientific record views, improve record assessment way. Secondly, it is to advance the change of government functions, comb government ecological functions, integrate government ecological functions, strengthen achievement of government ecological functions, improve ecological management and service capacity of government. Thirdly, it is to play guide functions of government ecological civilization concept, strengthen education propaganda of ecological civilization concept, guide social public to set up ecological consciousness, construct social participation mechanisms. Finally, it is to improve governmental ecological legal system, improve the supervision of law enforcement, establish the concept of Eco-legal system, strengthen ecological construction of legal system, improve ecological law enforcement work, and improve law enforcement supervision.
