Research On The Local Government Image Creation Path Under The Construction Of Ecological Civilization

In recent years,China's economy has developed rapidly and has become the world's second largest economy.However,due to insufficient attention to ecological and environmental protection,the ecological environment has been deteriorating,and frequent environmental group events have seriously affected the sustainable development of China's economy and society.In order to seek better and longer-term development,China has begun to implement ecological civilization construction as a major development strategy.The report of the 18 th National Party Congress included the construction of ecological civilization into the overall layout of the "five in one" and became an important policy policy for building beautiful China.The report of the19 th CPC National Congress proposed that China must build a modern and new pattern of harmonious coexistence between man and nature.In April 2018,when Xi Jinping participated in the voluntary tree-planting activities in the capital,he proposed that “the ecological environment should be treated like life,the greenland of the motherland should be green and beautiful”.In recent years,the state has successively introduced a series of principles and policies through the top-level design to promote the development of ecological civilization,round the public's green dreams and ecological dreams,and add impetus to the ultimate realization of the Chinese nation's great rejuvenation of the Chinese dream and build an "ecological China." However,due to the late start of the construction of ecological civilization in China,the level still lags behind the economic and social development.The construction of ecological civilization is still a long way to go.It requires the concerted efforts of all members of the public,and the overall cooperation will advance steadily.Ecological civilization construction is a key guarantee for the sustainable economic and social development,It represents for people's will and people's minds.Local governments are the owners of public power,They are representatives of public interests,bearers of public responsibility,and managers of public affairs,It is also the main propeller and executor of ecological civilization construction.Taking responsibility for ecological construction actively and fulfilling ecological construction obligations,safeguarding citizens' rights to the ecological environment,creating a healthy and green living environment for the public,has become aninevitable requirement for local governments to shape their image.In recent years,local governments have actively carried out pollution control and greening projects,and the quality of the environment has clearly been improved and won public praise.However,there are some problems existing in local governments such as concept,system,behavior and so on.So environmental pollution,shortage of resources,destruction of ecosystems in the promotion of ecological civilization,And the frequent occurrence of environmental mass incidents has caused public Loss of interests seriously damages and undermines the image of the government.The construction of ecological civilization is not only related to the realization of China's modernization and the building of a well-off society in an all-round way,but also related to the public's quality of life and the acquisition of a sense of well-being.What's more,ecological damage and environmental pollution threaten the lives and property of the public.Therefore,local governments accelerate the construction of ecological civilization,reduce the damage caused by ecological destruction and environmental pollution,meet the people's growing demand for a better environment,improve public credibility and governance capabilities,create a good image is very important.Taking the construction of ecological civilization as the research perspective,the article is based on the theory of sustainable development and the government's image-shaping theory,committed to providing suggestions for local governments in shaping the good image of ecological civilization.First of all,combing the research results of relevant scholars at home and abroad,and consulting literature extensively,defined the concepts related to ecological civilization and local government image,explained the relationship between the ecological civilization and local government image,and believed that there is a relationship between ecological civilization construction and local government image shaping,and lay a solid foundation for the study of this article.Based on this,the CIS principle was used to establish an ecological civilization recognition system,and the impact of ecological civilization construction on local government image formation was analyzed from the aspects of concept recognition,behavior identification,and visual identification.Secondly,on the basis of reviewing the historical process of the local government's ecologicalcivilization construction,take Sichuan Province as an example to analyze the achievements and deficiencies of local government image-building in the construction of ecological civilization in China.Once again,The article points out the predicament of the local government in the construction of ecological civilization and analyzes the reasons,laying a foundation for the content described later.Finally,the article puts forward the countermeasures for local governments to create a good image in the perspective of ecological civilization construction: strengthen the awareness of ecological civilization and shape the image of environmental protection government;build a green performance assessment and ecological accountability system to build the image of people's livelihood and responsible government;establish and improve the ecology democratic participation mechanism and shape the image of the government based on the rule of law,transparency,and cooperation.establish and improve an ecological crisis management system and create an efficient and pragmatic government image.
