Research On Government Function Optimization Problems In The Development Of Tourism In Changchun City

With the rapid development of economy, tourism has become one of the most robust development momentum and the largest scale industries in the global economy. As a key pillar of the national and regional economy, tourism is very important to economy development and culture transmission and tourism has become the important growth point of national economy in China. Currently the tourism of Changchun city of Jilin province has entered the new period of all-round development and rapid growth, and its industry position and economic function are gradually enhanced. Tourism of Changchun city has entered the high growth of tourism economy, the industry structure adjustment of tourism, the integration of tourism elements, the improvement of the function of tourism products and the promotion period of tourism service quality. But the Changchun city government’s function playing in the tourism development still exists many problems, which requires the Changchun city government constantly to improve the functions of tourism and to provide a good social environment for the development of Changchun city tourism. So this article focuses on the problems existing in the functions of the government in tourism development and puts forward the effective paths of government function optimization and provides theoretical reference for the sustainable development of tourism.Based on the investigation of related research at home and abroad, through investigation and study, this article studies the problem of government function optimization in the development of tourism of Changchun. The second part expounds the related theory overview of the tourism and the functions of the government. The third part studies the definition of government function and present situation in tourism development in detail, and puts forward main problems of the functions of the government in Changchun city’s tourism development, including policy guidance does not play sufficiently, the quantity of public goods is not enough and the quality is not good, the responsibilities of relevant departments are not clearly defined and the supervision and management of tourism market is not enough. And analyses the reasons, as the service consciousness of government is weak, tourism investment is insufficient,management system and mechanism are not perfect and revelant laws and regulations are not perfect. The fourth part according to the above problem, put forward an effective way for optimizing the functions of the government in tourism development: give full play to the guiding role of government policy, constantly improve the level of government public service,deepening the reform of tourism management system, strengthen the supervision and management of the tourism market and actively promote the transformation of government functions. Finally concludes that the tourism plays a positive role in the economic construction, political construction, cultural construction, social construction, ecological civilization construction. Government shoulders the important mission of continuously innovating and developing the tourism and needs further to optimize the functions of the government.
