Research On Government Functions In The Development Of Global Tourism

Currently,integrated tourism development has been regarded as an important strategic to accelerate the development of regional industrial economy by all over the country.Therefore,The accurate positioning of government functions has a great effect on promoting local tourism and economic development.However,the research on the function of the government in the development of integrated tourism is still in the infancy,and the offside,misplacement and absence of government function fulfillment are widespread.In the long run,it will greatly restrict the healthy and sustainable development of the tourism industry.How the government should identify its own position,play the role of the best function,and promote the development of integrated tourism is an important issue that needs urgent research.This paper expounds the related concepts of integrated tourism,and theories of government functions of integrated tourism development,and combines relevant domestic and foreign literatures and research results to clearly define the functions that the government should play in the development of integrated tourism from the macro,meso and micro levels.The article believes that the government should play a regulatory role at the macro level by establishing and improving a comprehensive tourism coordination mechanism,scientifically formulating a integrated tourism development plan,and formulating a integrated tourism development policy;Play a supervisory role in the middle view by establishing and improving the integrated tourism legal system construction,and regulating the integrated tourism market order.Actively participate in the micro-level through the establishment of a integrated tourism public service system,the construction of a integrated tourism talent system,and the promotion of the overall image of the integrated tourism.Taking the function of Zhenjiang Municipal Government in the development of integrated tourism as the research object,this paper focuses on the analysis of the status quo,problems and causes of the function of Zhenjiang Municipal Government in the development of integrated tourism.After in-depth research,it is found that in the development of integrated tourism,the Zhenjiang Municipal Government has insufficient understanding of the development of integrated tourism,the comprehensive coordination mechanism is not perfect,the supervision mechanism of the integrated tourism market is imperfect,and the development environment of the integrated tourism is not good,resulting in the insufficient performance of government functions such as Offside,absent and misplaced,supply of public services can not keep pace with the times,and the construction of the integrated tourism talent system lags.On this basis,we excavated the experiences of Singapore and Switzerland which have developed better integrated tourism.It is concluded that the government should pay attention to macro-planning and management in the development of integrated tourism and create a good tourism development environment(such as formulate and implement tourism development policies,focus on providing quality public services,and cultivating tourism talents),integrating and exploring characteristic tourism resources,and attaching great importance to tourism innovation and overall marketing.Then it proposes the government function optimization plan of the prefecture-level city government in the development of integrated tourism,that is,the local government should fully play the role of "night watchman" in the development of integrated tourism,and guide and support the development of integrated tourism through the formulation of relevant policies,including Improve the comprehensive coordination mechanism for the integrated tourism,create a good integrated tourism development environment(implement the support of the integrated tourism development policy,optimize the integrated tourism public service system,update the integrated tourism talent system),improve the integrated tourism market supervision system,strengthen the overall marketing,and create a unified integrated tourism brand image,etc.
