Research On The Government Function Of Developing Tourism In Pingdingshan City

Due to long-term over-exploitation and utilization,the “resource dividend” of resource-based cities has gradually disappeared,resulting in a series of problems such as ecological deterioration,serious pollution,and rigid industrial structure.The development of resource-based cities is constrained by these problems,and transformation is urgently needed.The National Resource-Based City Sustainable Development Plan(2013-2020),issued by the State Council in November 2013,clearly pointed out that resource-based cities should actively promote transformation and upgrading,and vigorously develop tourism on the basis of effective protection of resources,and established 35 resource-based urban key tourist areas,Pingdingshan City is one of them.This article uses this as a background to study the government functions of Pingdingshan City in developing tourism.First of all,by reading a large number of domestic and foreign literatures,this paper finds that the development of tourism in resource-based cities is an important choice for transformation.This is mainly because tourism plays an important role in promoting economic growth,and it has high industrial relevance and can increase employment opportunities.,improve the ecological environment and other characteristics.Secondly,through empirical research,this paper finds that there is a significant positive impact between tourism development and economic growth in Pingdingshan City.The development of tourism has promoted economic growth.For every one percentage point increase in tourism,the economic growth is 0.488 percentage points.Thirdly,in order to promote the development of tourism,this paper compares the policy differences between Pingdingshan City and Jiaozuo City and the government's spending structure in tourism,and introduces dummy variables to study the policy of Pingdingshan City Government for tourism.Finally,it is concluded that the Pingdingshan Municipal Government should do a good job in top-level design of tourism development,increase capital investment,increase public service spending and increase publicity and marketing efforts.Finally,based on the results of qualitative analysis and quantitative analysis,this paper puts forward suggestions on the transformation of government functions in the development of tourism in Pingdingshan City.It is necessary to strengthen tourism management institutions,strengthen tourism market supervision,design unique tourism city image,and improve the quality and level of tourism services,in order to provide reference for the development of tourism in similar resource-based cities.
