Study On Social Organizations Participating In Grass Roots Social Governance In Tianqiao District Of Ji'nan City

With the development of economy and the acceleration of social democratization process,various social contradictions increasingly prominent,the traditional social governance model has been unable to meet the needs of all aspects of economic,social cultural and social development,diversification of governance has become an inevitable trend of social development.With the continuous development of the economic and social undertakings in Tianqiao District,the grass-roots social organizations in Tianqiao District have been developing and becoming an important force in social governance.To strengthen the communication with the government and to promote the development of the residents' society through social organizations is the inevitable choice for the community to realize the pluralistic social governance and the social governance system.Therefore,in order to make the social organizations better serve the economic and social development of Tianqiao District,it is necessary to make a thorough and detailed study of the social organizations participating in the social governance in Tianqiao district.This paper is based on the district social organizations to participate in grassroots social governance as the research object,summarizes the domestic and foreign research status on the theoretical connotation of social organizations in the social governance and social organizations to participate in social governance,focusing on the detailed analysis of the district social organizations to participate in social governance.Through the analysis and practice of the status quo,summarizes the recent Flyover District of some of the practices of grassroots community organizations to participate in social governance and achievements,to find out the problems and reasons existing flyover zone for the development of social organizations,some mature western experiences and practices of the development of social organizations,to find out the development mode and path for district social organizations to participate in social governance.This paper thinks that the social organization has the following functions: to promote scientific and democratic decision-making of the government;to provide social services,to make up for lack of government public service: the coordination of social relations,ease social contradictions;to promote economic development and prosperity of cultural undertakings.Flyover District of social organizations to participate in social governance problems,this article mainly from the district social structure is unreasonable,unbalanced development,autonomy,weak dependence,low level of specialization,lack of talent,lack of effective,sources of funding,through the analysis of reasons that district social organizations to participate in Social Governance Dilemma a: in the government,there is a transformation of government functions is not in place,the support is not in place,lack of planning and guiding reasonable reasons;social organization itself,there is a lack of talent development,lack of funds,management is not standardized,hindering the social organization.According to the above analysis,this paper puts forward the following suggestions for the social organizations to participate in the grass-roots social governance: according to the analysis of the problem,the author puts forward the countermeasures mainly from the two levels of the government and social organizations.In the aspect of social organization,innovation and development path,strengthen social organization construction,strengthen the team building,crack problem,talent service mechanism innovation,enhance the social recognition;government management level,one is speeding up the transformation of functions,strengthen the government and social organizations;the two is to improve the social organization of the support system,mainly from the sound the laws and regulations,improve the industry standard,broaden financing channel for analysis;three is to strengthen the government supervision of the social organization,mainly from the aspects of supervision system,supervision system and institutional mechanisms to improve.I hope that through the above measures,the problem of Tianqiao District social organizations to participate in social governance can be a good solution,the social organization to provide better public services,promote the further optimization of function transformation and social governance of the government of Tianqiao district.
