Through the research of the foreign government’s open date web portal construction, not only induce the way about how to construct the open data web portal; Dig out the huge government data value at the same time, not only to achieve the high efficiency, across time and space between the department office, also changed the way of public access to government information.This article mainly uses literature research, comparative analysis, case analysis, in the different stages of e-government development, from the designation of the web page, data open dimension, sharing mechanism, national policies and so on to analysis the government date portal websites contributed by the five foreign countries. First of all, from the perspective of the concept, this paper introduces the connotation of the information and data, and carries on the difference and comparison; Secondly, to summarize the data portal construction course of comparison, and make analysis of construction experience; Finally summed up the experience of government data portal construction in our country in the future.At present, our country has not have a unified data open portal, the only data of the portal is only own open area of the construction of the data of local government portal platform, unable to meet the needs of the national public. In China no matter on the policy, technology or innovation cannot guarantee to establish a unified government data portal. This article analyzes the development and the experience of the construction of the foreign government’s open data portal, and point out the weakness of the China open data web portal, also laid a foundation for our country to build their own future data open portal.
