Research On Perfecting The Open Administration Of Hunan Province In The Big Data Environment

To perfect the open administration and realize clear exercise of power has been an important administrative idea of the Party and the Government for years.It is also the general demand of the masses for strengthening supervision of the exercise of power.Further,it plays an essential part in effectively expediting and implementing the overall plan of achieving “law-based governance of the country”,carrying forward the modernization of state governance system and governance capacity and realizing the Chinese nation's great rejuvenation.Hunan Province,the “pathfinder” of building a rule of law China as described by the media,is one of the first provinces that explore and implement open administration in China.Its effective attempts and efforts constitute outstanding achievements represented by the initial success of the open administration system,gradually consolidated platforms and increasingly profound subjects.However,it is found through research that the open administration of Hunan Province still has plenty of problems.Particularly,the subject of administrative behaviors lacks consciousness of open administration,the open administration is less standard and the content has poor quality.These problems are caused by complex factors,mainly including lagging open administrative ideas of the power of subject,relatively low cost of violation of open administrative regulations and lacking innovation and extension of open administration.Looking into the practical needs and development trend of open administration of Hunan Province,it is important and urgent to perfect the open administration of Hunan Province in the big data environment.Considering the current status of Hunan Province,overall data planning should be taken as the priority to optimize the top-layer design of open administration;data regulation should be carried forward to raise the efficiency of the open administration mechanism;data sharing should be enhanced to stimulate the open administration system;data application should be optimized to facilitate the development of new open administration methods;data protection should be strengthened to ensure open administration information security.The main innovation of this study lies in three aspects: first,based on field research and reference to relevant literature,the author of this study carried out a comparatively systematic research on the results,existing problems and causes of these problems of the open administration of Hunan Province and conducted a relatively comprehensive analysis on the history and development status of open administration of Hunan Province;second,a comparatively systematic analysis on the influence of the big data era on the open administration of Hunan Province was provided and the “new normal” of open administration of Hunan Province in the big data environment was summarized and analyzed;third,on the basis of the implementation of open administration of different regions,all levels of governments and functional departments of Hunan Province,from the big data perspective,countermeasures and suggestions for perfecting the open administration of Hunan Province under the new situation and proposals of forming open administration with special characteristics of Hunan Province were provided in order to practically improve the administrative capacity and level of Hunan Provincial Government,build a rule of law and service government,guarantee steady development of the province and protect the legal advantage of the people.
