As a basic unit in modern society,community plays an important role in all social governance system in nowadays.In our country, the community has become the forefront of social governance, it is the party and the government to carry out social governance of grassroots organizations, but also concentrated in the interests of all parties in the community aggregation group. Therefore, the community is most easy to produce all kinds of contradictions. The city community, it highlights the functional attributes of grassroots social governance, with the disintegration of unit system, the party and the government pay more attention to the construction and development of grassroots political power in the city in the community. Located in the northwest border of Xinjiang, population structure, social situation and social problems compared to other parts of the country are more complex, the Xinjiang city community governance and governance ability put forward higher requirements.Community Governance of Urumqi, in a certain sense represents most of the Xinjiang Urban Community level of governance, it is possible to reflect the most prominent problem in Xinjiang Urban Community Governance.
