A Research On Social Service Participation In Urban Multi-ethnic Community Governance

With the development of globalization and urbanization,the migration and mobility of indigenous ethnic minorities and cross-border ethnic groups prompts the ethnic composition of domestic cities to present the characteristics of diversification,which gradually form multi-ethnic communities.The risk of ethnic contradictions or conflicts caused by the frequent migration of foreign ethnic groups is becoming increasingly obvious.Appropriate adjustment of existing governance model of community is not only a positive response to the social risk in urban multi-ethnic communities,but also an essential requirement of social and economic development under China’s Belt and Road Initiative.Urban multi-ethnic communities not only require administrator with superior ability to coordinate ethnic relationship,but also bring new challenges to public service supply and governance model.The complexity of urban multi-ethnic community governance,the pluralism of ethnic composition and the diversity of cultural beliefs provide a broad space for social service,especially social work service,with flexible services to exert influence.However,how to use the characteristics and advantages of social service to make public service to play significant role in urban multi-ethnic community governance? How to enhance the participation of social service in urban multi-ethnic community through concrete practice?Taking the typical multi-ethnic community at Xiaobei in Guangzhou as the research object,this article analyzes the current problems of urban multi-ethnic communities governance and the practical difficulties of social service participating in urban multi-ethnic community governance,providing effective policy reference for the construction of collaborative network governance model from the perspective of cultural relativity and community governance.Firstly,this article elaborates the background,purpose,significance,the theoretical basis and related concepts,methods and way of thinking of research subject.Besides,the first chapter makes a literature review of relevant domestic and foreign research on the important concepts,main characteristics and governance strategy of urban multi-ethnic community and social work intervention in urban multi-ethnic community governance.The second chapter mainly introduces the basic situation,main characteristics,existing governance model andcontent of urban multi-ethnic community in DF Street,and then analyzes the governance problems reflected by DF Street.The third chapter focuses on the value and demand of social service participating in urban multi-ethnic community governance based on the theory of cultural relativity and community governance.The fourth chapter discusses practical situation,existing conditions and difficulties in reality of social service participating in urban multi-ethnic community governance.According to the problems of governance and demands of service in DF Street,the fifth chapter puts forward the objectives and strategies of social service participating in urban multi-ethnic community,and explores how to use internet technology to construct collaborative network governance model in urban multi-ethnic community in the context of governance.The sixth chapter summarizes the structure and content of the subject as a whole,in order to make intelligent contributions to the construction of harmonious multi-ethnic communities in the city.
