Reseach On The Development Of Pension Service Industry In Jilin Province

As the world’s most populous country, China officially entered the aging society in 2000, causing the community highly concerned about the pension issue. The problem of aging population has to be faced by us. Since Jilin province has entered the aging society in 2003, the demand for pension services has increased significantly, which requires the pension service industry to accelerate the pace of development, improve the quality of development, and constantly adapt to meet the needs of pension services.From the related concepts and theories of pension services, this paper takes Jilin pension services for study and makes some recommendations about how to improve it, through a combination of empirical and normative analysis. Overall, the paper is divided into four parts. First, we define the scope of services covered by the pension, and summarize the relevant theories; Secondly, we collect the western country’s development status about pension services and related policies to provide some experience for Jilin; Third, the problems and causes of pension service industry in Jilin are analyzed; And fourth, we put forward some suggestions about pension service industry in Jilin Province.Chapter 1 is Introduction. It will explain clearly the main research background, significance, research content and research methods.Chapter 2 generally analyzes the problem of pension services. A clear definition of the concepts involved in the pension services, including population Aging theory, Maslow’s hierarchy of needs theory and welfare theory for analyzing pension service industry in Jilin Province has laid a good foundation.Chapter 3 analyses the Pension Service Industry’s situation and problem in Jilin. In the current situation analysis, we found that the aging of population is ahead of the level of socio-economic development and the elderly population continues to grow, which urgently requires a development of pension service industry in Jilin. According to theaging population statues, Jilin Province vigorously promote the development of pension service industryand has achieved some certain results. However, there are still many problems in Jilin Province’s pension service industry, embodying in: the gap between high demand and low occupancy in pension institutions; the lack of quantity of health care-typepension institutions and innovations about pension institution models; the serious shortage of high quality pension staffs; community and home-based care services is lagging behind; the lack of pension service management standardization and specialization; most urban pension institutions operating profit or loss and so on.Chapter 4 is an overseas of pension service industry experience. By analyzing the successful development experience of the United Kingdom, Sweden, France, Canada and other Western country’s pension services, we summed up the characteristics which provide experience for the development of Jilin pension services.Chapter 5 is about some countermeasures to promote the development of pension service industry in Jilin Province. According to the demand for pension service industry in Jilin Province and the success experience, a clear idea of the overall development of Jilin pension services has been found, while exploring the direction and improving policy measures. This chapter to continue to meet the growing elderly care services in Jilin Province needs as the starting point and goal, by improving the development of the industry in Jilin Province pension system put forward policy recommendations, including clarifying ideas, improve the pension system construction and development of the service industry, strengthen supervision and management focus on policy support, overall development plan, give full play to the leading role of the government, and actively create conditions for the development of the environment; Through the transformation of government functions, innovative institutional mechanisms to stimulate social vitality, full play the main role of social forces, to meet the diversified pension services demand; through open market access, regulate the industry standards, integration of social resources and give full play to the decisive role of the market in allocating resources, and provide a richer pension services and products to promote the pension service business and industrial development. Proposed pension service system overall planning and construction of facilities; widen funding channels; foster the development of social organization, and guide social forces to participate in pension services; pension model innovation, promote medical support combined with integrated development; strengthen the pension service team building, standardize management pension services and other proposals to the development of pension service industry in Jilin Province to make modest force.
