It is consensus reached by most of the scholars that the core of the issues of agriculture, farmer and rural area lies in the rights and interests of the farmers. In October of 2006, it is firstly proposed in the 4th Plenary Session of the 16th CPC Central Committee that we should vigorously carry forward rural community construction, make the new kind of community institutions and service systems more complete, and build well-managed communities featuring civility and harmony. In the speech of the Seventeenth Congress, it was mentioned to construct the new socialist countryside, and take the democratic administration as one of its objectives. Democratic administration refers to improving a mechanism of peasants'self-governance involving democratic elections, decisions, management and supervision under the leadership of village Party organizations, enhancing the self-education, self management of peasants, letting the peasants enjoy the right of information, participation, election and supervision in the village affairs in order to ensure that the peasants are the masters, continuously strengthening the level of democracy and legal system, uninterruptedly facilitate the decision-making to make it more scientific, democratic, routine, institutionalized, and consequently realizing, safeguarding and developing the interests of farmers. Thus it can be seen that our nation take the self-governance of rural community as a form of practice to realize the goal of primary-level democracy and we can effectively guarantee the legal rights and interests of peasants through developing primary-level democracy.The thesis is based on the related theories home and abroad, employs the methodology of both theory analysis and empirical study. This study incorporates the actuality and reasons of peasants lacking rights and interests, and aims to explore the effective approaches of safeguarding peasants'rights in the rural self-governance community through the empirical study of actuality and reasons of peasants lacking rights and interests in Houma city, Shanxi province.This thesis comprises five parts. The first part is introduction part about pushing forward the research questions, research significance and objectives; the second part is literature review of related theories and research findings home and abroad; the third part is the analysis of actuality and reasons of peasants lacking rights and interests in the rural self-governance communities; the fourth part is the empirical study of the influence factors of safeguarding peasants'rights in Houma city, Shanxi province; the fifth part is about the advice and implications for safeguarding peasants'rights in the rural self-governance communities; the sixth part is conclusion.
