Modernization Study On The National System Of Governance In The Viewpoint Of Nation-Society Relationship

Promoting the modernization of national governance systems and national governance capacity was set as the overall objective in the third plenary session of 18 th central committee of Party, to comprehensively deepen reforms, which further clarified the direction and requirements of Chinese socialist modernization development in the new era, greatly enhancing and developing the Marxist ideology of national governance.The national governance system is the embodiment of the nation and social relations in the specific period time of a country, and the adjustment of the national governance system is also the process of the reconstruction of the relationship between the nation and the society. At the present stage, Chinese social autonomy space constantly expanding, public awareness of participation in national governance growing and nation and society relationship changing dramatically, request government to regulate public power operating mode and mechanisms of absorbing a wide range of public participation. In order to modernize the national governance system, China should be based on Marxist theory about the relationship between Nation and Society and about national governance as guidance, take the world situation national conditions as a starting point, adhere to the development system direction of Chinese characteristic socialism. To promote governance system, it is great solution to standardize the government powers boundaries, to promote healthy social development, to improve the mechanism of social autonomy, to expand democratic and political participation channels, and to construct the system cooperation of government and social.Modernization of the national governance system is a process of dynamic developing to adapt to changes in national circumstances, it needs effective cooperation of a series of institution, at the same time, to modernize national governance systems and governance capacity, it is the inevitable requirement to achieve an orderly cohabitation nation and society. This research is mainly divided into four aspects.First of all, the author sorted out the treatise of Marxist theory of nation and social relationship, Marxist theory of national governance, discussed their core essence and contemporary significance. On these basis, the article mainly discussed the development about Marxist national governance of General Secretary Xi Jinping and other new leaders.Secondly, taking the founding, the reform and opening up and the beginning of this century as the three time node, the author analyzed the historical changing process of the relationship between nation and society, and the national governance system, as well as the intrinsic association between the two, focused on dilemma, the author discussed difficulty and process our country faced in national governance in the current national and social current situation in the background of increasing social self-awareness.Thirdly, to discuss the modernization of the national system of governance from the perspective of nation and society of divide and conquer, the author analyzed the different roles of nation and society in governance, determined the government power boundary. To the decentralization of government, the growing of social organization and the improving of grassroots democracy self-government mechanism, the author discussed the basic idea and the specific measures on "separately governance" between the government and society.Finally, from the perspective of combining nation and society, the author explored the modernization of the national governance system, under the democratization of public power, to enhance effectiveness and order of public participation in operating common power, explored the specific measures on "cooperation governance" between the government and society.
