With the development of information technology, digital the network popularization, thePeople’s Daily life and learning gradually change. Through the literature research andquestionnaire to found that the current college students’ network learning ability insufficient,and lifelong education concept paleness, and skills learning consciousness is not strong. Atthe same time, evey universities carry on education reform of information, but regardless thetraining of college students’ network learning abilities. So, the issues of the quality educationat present is improve college students’ network learning ability and strengthen collegestudents’ learning skills, in order to satisfy the demand of lifelong education concept.The study through analysis comprehensive literature material, and the use two roundDelphi investigations to21experts, to summarizes the system of college students’ networklearning ability evaluation indexes,and puts forward the concept of university students’network learning ability. It’ s includes information processing ability, independent learningability and collaborative learning ability. Basis on the system of college students’ networklearning ability evaluation indexes, devise the training programs about college students’network learning abilities. It’s use Blackboard network teaching platform train collegestudents to learn the “foundation of educational” course. Under the guidance ofconstructivism learning theory, the humanism learning theory and self-efficacy theory carryon the training programs of college students’ network learning abilities as a class for theresearch object. Practice has proved, the training programs of college students’ networklearning abilities had positive influence to learners’ learning ability and the grasping ofknowledge of the “foundation of educational” course.
