Inquiry teaching which is used in practice conforms to the call of the Times. The researchers show different levels of attention on inquiry teaching:for the case of teacher, inquiry teaching can reveal the teacher’s guidance, and promote teachers’professional development; for students, it fully display the students’ subjective and autonomy; for education system, inquiry teaching is strong guarantee of education for all-round development, the education for innovation and the implementation of the strategy of rejuvenating the country through science and education. While confined to the perspective of pedagogy to comprehend inquiry teaching, the guidance to the teaching is limited and the inquiry teaching is seemed to be value-deviated. From the perspective of culture, inquiry teaching was generated influenced by major events on specific historical period and loaded different educators’ideal to cultivate talents that meet the needs of that society. This ideal is the value orientation of inquiry teaching practice. The perspective which is beyond the instrumental understanding of inquiry teaching not only provides a new view of the education theory research, but also standards for inquiry teaching.Based on the perspective of culture, we can analyze the inquiry teaching from three dimensions:operation; education theory; education and cultural. Based on the theory of axiology, inquiry teaching’s value orientation is a value tendency selected by inquiry teaching research and practical subjects when they make value option according to their own education idea and actual needs during inquiry teaching research and the real teaching activities. Inquiry teaching’s value orientation makes orientation and regulation of the whole inquiry teaching activities through the effect of the inquiry teaching aim, teaching process, teaching content and so on; it also makes the teaching activities tend to "essence" and "form" through effecting on teaching subject. Through espousing its influence, it makes the guiding ideology penetrate into the society, and play a positive reaction on the society.In history, the value orientation of inquiry teaching goes through three stages. Pragmatic inquiry teaching choose the democracy as their value orientation, it pays attention to students’ interest, which is helpful for students to learn and grow in experience. Science and democracy are two main factors of the formation of pragmatism inquiry teaching’s value orientation. In order to meet the requirements of that time, inquiry teaching which based on the information processing theory pays attention to the cultivation of the elite, and for the service of enhancing national competitiveness. In this period, the fierce international competition, strong national dignity, the view of advancing with the times pushed forward the inquiry teaching practice that cultivate science elite. The remaining issues are that more and more people knowing nothing about science and technology, and cultivate the high-quality scientific literacy citizens become the guarantee of national competitiveness. The demands of the people, the reflection of educator, and the government’s attention make humanistic inquiry teaching shoulder the historical responsibility of cultivating the citizens with scientific literacy.Inquiry teaching which carries different value pursuit in different time is decided by many factors. The pressure of international competition makes the people who pursuit and keep the democratic ideal turn to science which brings plentiful and substantial achievement to human. This kind of pressure has changed education system. Education researchers elaborate the value orientation of inquiry teaching according to the view of nature of science, the view of students, and the interaction of schools’values. The former forms the power system of formation mechanism of inquiry teaching’s value orientation, and the latter constitutes the running system of formation mechanism of inquiry teaching’s value orientation. The evolution mechanism of inquiry teaching’s value orientation has three characteristics:interactive elements, factor independence and the openness of structure.The analysis of the historical evolution and mechanism of inquiry teaching’s value orientation reveals that the inquiry teaching is a kind of culture exists in essence. In our basic education, practicing the teaching idea of inquiry teaching needs to seek right value orientation in the perspective of cultural harmony, and to give teachers clear value orientation to guide and regulate their teaching practice by promoting their professional development.
