Education resource equilibrium configuration is to measure the important index of balanced development of education and marks, and the equilibrium of compulsory education teacher resources is the important indicators of education resource equilibrium and flags. Due to a variety of reasons, such as economic, social, our country’s teaching level between urban and rural areas, between different regions and between schools are very uneven, even within the same county, the county region and the county seat in the remote areas, between different schools, between different disciplines in the same school of compulsory education had different teachers, thus formed the pattern of urban and rural teachers are different. The cause of this pattern are various, among them, the government formulated and implemented to promote teachers’ equilibrium configuration system is one of them. The current urban and rural areas and the difference of county teachers is the relevant education system effectiveness is not high and the reflection of scientific rationality is not strong. Therefore, the reform of the existing balanced teacher resources allocation system defects, is to balance urban and rural teacher resources will be the only way and inevitable.First of all, in this paper, on the basis of literature research, involving teacher resource allocation is defined the relevant concepts, and further discusses and expounds the teacher the theoretical foundation of the equilibrium configuration. By adopting methods such as interview method and comparative analysis of H county towns and the circumstances of compulsory education teachers grasp and analysis, found that the problems are as follows: The total rural teachers are still in short supply, excellent teacher shortage; The unreasonable structure of teachers; Teachers professional quality is not high; Teacher wages material benefits is not high, the flow become a mere formality and chaotic.Secondly, from the system level to find the cause of teacher resources imbalance. Through analysis, the thought behind the county teacher resources imbalance phenomenon caused by the current institutional reasons are: The urban and rural dual economic system; Key school system; Compulsory education funds safeguard system; Teacher flow and post management system; Pay salary system, etc.Again, through analyzing the problem of attribution, combined with relevant materials, and the current education practice, from the system level is put forward to promote obligations balanced teacher resources, the reasonable configuration of improvement strategies: The integration of urban and rural road; Perfect the system of the compulsory education investment; To strengthen the rural continuing education, systematic and institutional reform and construction; The perfect teacher flow mechanism; A sound system of teaching jobs, set up efficient access, exit and complementary mechanism.
