Zhejiang province is located in the south wing of the Yangtze river delta, China,with the land area of only10.18square kilometers,1.06%of the country, which is one of the smallest provinces in China. But its economic and social development indicators index has been at the forefront. In2012, zhejiang gross area is3.466533trillion yuan, ranked fourth, which is equivalent to the total GDP of Sweden, Poland and other countries of the year. Zhejiang province, with a population of54.77million permanent,per capita GDP is63374yuan,which converted at current prices has exceeded ten thousand U.S. Dollars, are to achieve the level of Upper-middle-income countries. In summary, accounting for about4%of the population from Zhejiang,creates7%of national wealth on1%of the national land, which was called "zhejiang phenomenon" that has astonished the world. At the same time, zhejiang has a profound cultural background that was known as the "State of Culture" of reputation, and its basic education leads the country. However, Zhejiang province’s higher education development has long lagged behind,especially largely behind the provincial economic strength. Therefore, the research focuses on the overall strength of higher education in zhejiang province to conduct a comprehensive and objective analysis, to explore the reliable path of the construction of higher education in zhejiang province.Research at home and abroad, the official and non-governmental organizations to develop a total of eight evaluation index system of higher education as the starting point, through the principal component analysis, the method of reference "input-process-output system model analyzing train of thought, summarized the core indicators of comprehensive strength of higher education evaluation, and selection of the higher education contribution rate as an index of diversity of typical significance, through the lateral comparison between at home and abroad, the provincial, rendering from the actual situation of the development of higher education in zhejiang province.Through the objective analysis of higher education development the core index of zhejiang province, the third part of the research on the comprehensive strength of higher education in zhejiang province to conduct a comprehensive, integrated interpretation. In recent years, the development of higher education in zhejiang province achievements have three aspects, namely higher education scale expands rapidly, the number of colleges and universities increase from64to105in decades, college students has nearly doubled; Higher education conditions improved significantly, the student’s average index is rising, the coverage of subjectsbecomes more and more comprehensive, and nearly half of teachers in colleges and universities have senior titles; Higher education quality improved steadily, the higher vocational education is characteristic, private higher education are strong. Simultaneously, there are six major issues in in zhejiang higher education,such as higher education scale doesn’t match its regional economic development and has a low contribution rate to its economic growth, higher education funds investment is small, single source structure, the overall level of the institutions of higher learning education level is low, large difference of level, institutions of higher learning discipline is weak, major characteristic is not obvious, layout of colleges and universities the east west less more, higher education level is more strong in north than in south and so on.Research suggests that in order to solve the problems of the development of higher education in zhejiang, the full implementation of strategy of higher education in zhejiang province need ten aspects:make use of traditional advantages and good conditions, set the power of province to run Zhejiang university, build a leading domestic and world-class comprehensive, research-based, innovative university; make full use of the leading role of zhejiang university, through resource sharing,combined schools and other diversified school-running modes, strengthen the exchanges and cooperation with provincial colleges and universities; With reference to the national "211" engineering construction standard, intensify policy support, the key construction5-8provincial key universities, promote higher education school-running level and quality.Based on enhance the quality,guiding some school pattern changing from normal to technical and turn to technical schools and promoting regular undergraduate transformationr from "college" to "university".Give full use of inherent advantages and characteristics of higher vocational education, applied talents oriented, innovation of higher vocational education personnel training mode; Accumulation of private capital, strengthen the private higher education school strength, pay attention to the policy guidance, support and encourage the development of private higher education; Promotes the development of higher education internationalization, further strengthen the chinese-foreign cooperation in running schools, to explore various types of school-running mode; Rely on provincial strong economic strength, a strong increase in higher education investment, constantly optimize the structure of higher education investment; Through the development of non-academic education, increasing the average number of years of higher education and enhance the contribution of higher economic growth.According to the construction of zhejiang industry area and the metropolitan area as an opportunity to adjust the structure of higher education layout, strengthen interaction of higher education and economic development.
