In what is now in the process of the development of rural industrialization and urbanizationin China, rural male labor force transferring to non-agricultural industries, rural women becomethe main force of agricultural labor, women decisions on agricultural resources widelyShared.At present, the rural women’s overall quality is generally low, unable to meet the needsof the new rural construction, such as some rural women to accept cultural education time isshort, limited knowledge of the culture studied, low quality of science and technology, there areserious inferiority mentality, etc.Rural women’s vocational education and rural development hasthe close relation. Under the background of new rural construction to develop rural femalevocational education, is the trend of the development of the vocational education, is theinevitable requirement of building a new countryside. Development of rural female vocationaleducation not only makes up for the ignore gender gap in the vocational education system, butalso embodies the concept of people-oriented harmonious society’s development.Based on ruralwomen in Liaoning province as the research object, analyzes the new rural construction underthe background of the problems existing in the rural female vocational education of Liaoningprovince, rural women’s physical and psychological pressure, the rural female labor forceresources waste, rural women’s participation rate is low, vocational training re-educationopportunity is restricted, gender discrimination is still very serious.The influence factors ofrural female vocational education made a further summary: the physiological factors affectingrural female vocational education, the psychological factors that affect the rural femalevocational education, the gender factors affecting rural female vocational education, theeconomic factors that affect the rural female vocational education.On this basis, put forward topromote the new rural construction under the background of Liaoning rural female vocationaleducation countermeasures: establishing the government-led, multi-party participation in thecollaboration mechanism, constructing rural female vocational education and training system,the rural vocational education should be more focus on second and third industry technical skillstraining, widen the female employment way, incorporating gender equality awareness into therural female vocational education and training, change the traditional inherent thought patterns.
